<br />~? <br />r.1...J <br /> <br />TUESDAY, SEPTEMBER 9, 1986 <br /> <br />Because of a conflict between Council's regularly-scheduled second meeting in <br /> <br />September and the forthcoming Annual Conference of the Virginia Municipal <br /> <br />League to be held in Norfolk, Virginia, September 21st-23rd, to be attended by <br /> <br />members of Council and by City Manager Brown, Council rescheduled said second <br /> <br />meeting from September 23rd to September 25, 1986. <br /> <br />In tentative acceptance of Planning Commission recommendations, Council <br /> <br />directed that duly-advertised public hearings be conducted by Council at its <br /> <br />forthcoming September 25th meeting on the following petitions and/or <br /> <br />applica tions: <br /> <br />1. A petition filed jointly by Dr. & Mrs. J. R. Wheless, III, and <br />Mr. & Mrs. Eugene Touchstone, seeking the rezoning of Lot No. 9 <br />at 305 and 307 Brown Street from R-6 Residential to p-2 <br />Professional; <br /> <br />2. Petitions filed by Mrs. Pauline Lawson seeking the rezoning of <br />Lot No. 1A-2 at 310 Brown Street and Lot No. 3-B at 315 Mulberry <br />Street Extension from R-6 Residential to P-2 Professional; and <br /> <br />3. An application for a Special-Use Permit filed by Adkins Con- <br />struction Company to allow applicant to construct 62 townhouses <br />off the west side of Spruce Street, south of Corn Tassel Trail, <br />on a tract of land Council has agreed to sell to applicant (see <br />minutes of July 8, 1986, MB No. 25, page 331), subject to the <br />obtaining by applicant of a Special-Use Permit therefor, and <br />subject to certain conditions or stipulations recommended by the <br />Planning Commission, viz., that (a) project construction shall <br />begin within six months from date of approval and project shall <br />be completed within two years from starting date and (b) a storm <br />management plan shall be developed and implemented and, if during <br />project construction, the increase in stormwater runoff becomes <br />such as to cause damage to adjacent properties, the project will <br />be halted until corrective measures are taken. <br /> <br />In connection with said Special Use Permit application, Council was provided <br /> <br />with information and responses to questions raised at the Planning Commission's <br /> <br />August 21st public hearing on this matter, as prepared by Mr. David W.
