D. Oakes presiding was held Tuesday, September 9, 1986, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members were <br /> <br />present, as follows: L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; <br /> <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />---- <br /> <br />After the invocation and Mayor Oakes' cordial welcome extended to visitors <br /> <br />present, Council unanimously approved of the minutes of its special meeting <br /> <br />held August 25, 1986; and, with clarification and re-wording of Councilman <br /> <br />McClain's comments regarding responsibilities of the Blue Ridge Regional <br /> <br />Library Board, in connection with the appearance of the Board before Council at <br /> <br />its August 26th meeting (see page 364 of Council MB No. 25), Council approved <br /> <br />of the minutes of its regular meeting held August 26, 1986. <br /> <br />Mr. Hardin H. Edwards, a veteran of the armed forces, of 810 Forest Lake Drive, <br /> <br />appeared before Council and registered his objection to the issuance by the <br /> <br />City of a bingo-games permit to the Regular Veterans Association, Post No.8, <br /> <br />at 1208 Memorial Boulevard (South), the operator of which--as alleged by Mr. <br /> <br />Hardin--is neither a commander of a veterans organization, although the oper- <br /> <br />- <br /> <br />ator has assumed that title, nor a veteran. In response, City Manager Brown <br /> <br />reported that, having already received such an allegation, he and Police Chief <br /> <br />Terry L. Roop have investigated this matter and have found no evidence of vio- <br /> <br />lations of statutes by the operator or the agency which would support revoca- <br /> <br />tion of the bingo-games permit; however, at Council's suggestion, Mr. Brown <br /> <br />agreed to review this matter with Mr.Edward~ in consultation with Police Chief <br />> <br /> <br />Roop. <br />
