<br />46 <br /> <br />TUESDAY, AUGUST 12, 1986 <br /> <br />Having been informed recently by Pannill Knitting Company, Inc., that it has <br /> <br /> <br />decided not to expand its present facilities in Martinsville to meet its <br /> <br /> <br />increased dyeing-finishing needs, contrary to that indicated by Pannill <br />Knitting to Council at Council's regular meeting held May 13, 1986 (see M.B. <br />No. 25, pages 282 and 283), City Manager Brown presented an updated report on <br />City/County Wastewater Facilities in which, prefaced by background information, <br /> <br /> <br />he cited the current status of industrial expansion expectations, re-evaluated <br /> <br />wastewater facilities (needs and capacity), discussed additional treatment to <br /> <br /> <br />be required for color removal, and recommended that the City's wastewater <br /> <br />treatment plant be expanded from 6 MGD to 8 MGD. (Note: This report is herein <br /> <br /> <br />made a part of these minutes in the form of an addendum thereto.) Questions <br /> <br />posed by members of Council, in connection with this report, related to the <br /> <br /> <br />cost of color removal facilities (for which definite standards or levels have <br /> <br /> <br />yet to be established), extent of the City's property at the treatment plant, <br /> <br /> <br />and the proposed aeration basin. In addition, Councilman Groden expressed his <br /> <br /> <br />preference that Council postpone action on City Manager Brown's report and <br /> <br />recommendation, perhaps for two weeks, in order that he might have the <br /> <br /> <br />opportunity to study the estimated treatment needs and projections and/or <br /> <br />explore the possibility of "refining" the estimates thereon; whereas, Vice- <br /> <br />Mayor Williams and Councilman Cole expressed their opinions that the City <br /> <br />should proceed with expansion without delay. Several citizens appeared before <br /> <br /> <br />Council in connection with this matter, viz., (1) Mr. Lawerence Wuensch, <br /> <br />Executive Director of the Martinsville-Henry County Economic Development <br /> <br /> <br />Corporation, who emphasized the need to have in place adequate water supplies <br /> <br /> <br />and wastewater treatment facilities to support industrial growth; (2) Mr. <br /> <br />Robert N. Stone, of 1519 Kenmar Drive, who inquired as to the total treatment <br /> <br />capacity which might be available (City/County) if the City's treatment plant <br />
