Mr. Brown also indicated that, <br /> <br />if the museum holds title to the property, the Museum would qualify for <br /> <br />additional State funding for capital improvements and operating expenses. <br /> <br />Meanwhile, Dr. Noel Boaz, Museum Director, appeared before Council and outlined <br /> <br />not only "what the Museum is now doing" but also future goals for the Museum. <br /> <br />Too, in response to a query from Councilman McClain, Dr. Boaz indicated that <br /> <br />Museum ownership of the property and assumption by the Museum of all operating <br /> <br />expenses would not preclude future requests being made of the City for <br /> <br />financial support--though not to any major extent--of the Museum. After some <br /> <br />discussion of this proposal and/or request as well as matters relating to <br /> <br />access to the adjunct used by the Police Department and to any liability upon <br /> <br />the City for liens and/or encumberances upon the property, if any, Council <br /> <br />unanimously accepted "Alternative No.3" suggested by City Manager Brown, with <br /> <br />an appropriate deed in accordance therewith to be prepared and presented to <br /> <br />Council for its approval. Said "AlternatIve No.3" was as follows: <br /> <br />Deed the property (including the building) to the Museum at no cost <br />with the stipulation the the Museum would henceforth assume all <br />responsibility for maintenance of the building. A reversion clause <br />should be included in the deed whereby, in the event the Museum <br />ceases to operate or exist, the property would revert to the City at <br />no cost. A provision should also be included whereby, if the Museum <br />pays the City for the appraised value of the property, the reversion <br />clause would be negated or removed. <br /> <br />Having been recently advised by Mr. Bob P. White that he will not develop a <br /> <br />mobile home park on the former "Salmons" property located on the south side of <br /> <br />East Church Street near the City's East Corporate limits, which property was <br /> <br />rezoned and for which a Special-Use Permit was issued to Mr. White by Council <br /> <br />under date of January 28, 1986, and also having been informed that Mr. White <br /> <br />has given the City first refusal to purchase said property (consisting of 18 <br /> <br />acres), Council unanimously approved a three-party option agreement (dated July <br />
