<br />1'" . <br /> <br />. ._-~ 4'. <br />~ - <br />tJ to <br /> <br />TUESDAY, AUGUST 12, 1986 <br /> <br />,-.. <br /> <br />City of Martinsville) the fixing by the Compensation Board the salaries of the <br /> <br />Commonwealth's Attorney's office for the fiscal year beginning July 1, 1986, on <br /> <br />which date the status of this office was changed from part-time to full-time, <br /> <br />as provided by Section 15.1-821 of the CODE OF VIRGINIA (1950, and as amended) <br /> <br />and as authorized by Council in a resolution adopted May 13, 1986, subject to <br /> <br />the concurrence of the Compensation Board. In his appeal, Mr. Smith claimed <br /> <br />that the 1986-87 salaries fixed by the Compensation Board for the Assistant <br /> <br />_. <br /> <br />Commonwealth's Attorney and for Mr. Smith's Secretary/Administrative Assistant <br /> <br />are not in accord with the Board's adopted pay plan for such personnel. After <br /> <br />some discussion of this appeal as well as of other actions of the Compensation <br /> <br />Board pertaining to expenses and capital outlay requests by Mr. Smith for his <br /> <br />office, Council went on record as being unanimously supportive of Mr. Smith's <br /> <br />appeal to the City Circuit Court. <br /> <br />Council unanimously authorized and directed that the sum of $5,000.00 be <br /> <br />included in the City's 1987-88 budget as a contribution by the City toward the <br /> <br />cost of a new passenger terminal building now under construction at Blue Ridge <br /> <br />Airport by and for the Blue Ridge Airport Authority, the need for which (new <br /> <br />terminal) as well as the method of financing the cost thereof were set forth in <br /> <br />- <br /> <br />letters and supporting material from Mr. William F. Franck, the Authority's <br /> <br />Building Fund Chairman. <br /> <br />In response to a proposal (initiated by the Virginia Museum of Natural History) <br /> <br />that the City donate the land and building, now leased by the City to the <br /> <br />Museum and now occupied by the Museum at 1001 Douglas Street, to the Museum, <br /> <br />- <br /> <br />City Manager Brown suggested three approaches for Council's consideration, <br /> <br />should Council wish to sell or donate the property to the Museum (excluding an <br />
