<br />12 <br /> <br />TUESDAY, AUGUST 12, 1986 <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after August 13, 1986. <br /> <br />In tentative acceptance of the Planning Commission's recommendation (by report <br /> <br />dated July 22, 1986) that an unimproved section of Branch Street, being between <br /> <br />Lot No. 3 fronting on Chalmers Street and Lot No. 11 fronting on Forest Street, <br /> <br />be closed and abandoned (as requested by Mr. Curtis M. Hiatt on behalf of Mr. <br /> <br />William R. Thomason and Mrs. Daisy H. Hylton), subject to the voluntary dedi- <br /> <br />cation of sufficent right-of-way for the future construction of a turnaround on <br /> <br />Branch Street, Council unanimously called for a duly-advertised public hearing <br /> <br />to be conducted by Council on this request at Council's forthcoming August 26th <br /> <br />regular meeting. <br /> <br />Council unanimously placed on first reading, for further and/or final consider- <br /> <br />ation at its forthcoming August 26th regular meeting, a proposed ordinance as <br /> <br />an amendment to Section 21-3 of the City Code to provide that the penalty <br /> <br />imposed by the City on delinquent property taxes shall not exceed the amount of <br /> <br />the delinquent tax when such tax is less than ten dollars ($10.00). This <br /> <br />amendment, Council was informed, will bring Section 21-3 into conformance with <br /> <br />Section 58.1-3916 of the CODE OF VIRGINIA (1950, and as amended). <br /> <br />Council unanimously certified to the Virginia State Library that the Council <br /> <br />agrees that a grant of $6,089.00 in Federal aid, for the fiscal year 1986-87, <br /> <br />may be expended by the Blue Ridge Regional Library in accordance with <br /> <br />regulations established by the State Library Board. <br /> <br />By letter and in person, Mr. J. Randolph Smith, Jr., Commonwealth's Attorney <br /> <br />for the City of Martinsville, informed Council that he has instituted a suit <br /> <br />against the State Compensation Board by appealing (to the Circuit Court of the <br /> <br />__N____M~__'~.._"_".___""... <br />
