<br />32g <br /> <br />TUESDAY, JULY 8, 1986 <br /> <br />--- <br /> <br />transfer to the General Fund; that, in addition to its financial advantages to the <br /> <br />City, the Prison Farm serves as a valuable adjunct to the rehabilitation of prisoners <br /> <br />(a conclusion concurred in by The Honorable Frank I. Richardson, Judge of the 21st <br /> <br />Judicial Circuit Court); and, that the Prison Farm should continue to be a viable <br /> <br />operation and resource for the next several years. Mayor Oakes, meanwhile, sug- <br /> <br />gested that the report on the Prison Farm and its operations be updated annually. <br /> <br />--- <br /> <br />City Manager Brown reported, in response to an action by Council at its June 24th <br /> <br />meeting, that the unfunded sum of $10,130.00 required to purchase "in full" certain <br /> <br />data processing equipment (i.e., a centra] processor unit of larger capacity) is <br /> <br />being charged to the City's three utility funds, one-fourth to the Water Fund, one- <br /> <br />fourth to the Sewer Fund, and one-half to the Electric Fund. <br /> <br />Upon recommendation by City Manager Brown, Council unanimously approved of revisions <br /> <br />to--and/or changes in--the City's Employee Manual, as prepared by the City Manager <br /> <br />and his staff, which revisions and/or changes are summarized as follows: <br /> <br />PAGE <br />NO. <br /> <br />SECTION <br />NO. <br /> <br />LANGUAGE OR DESCRIPTION OF CHANGE <br /> <br />3 <br /> <br />1-2.4 <br /> <br />Added the last sentence - "A department head may extend a <br />probationary period for up to six additional months when <br />he/she feels that an additional working test period is <br />required." <br /> <br />- <br /> <br />6 <br /> <br />2-4.1 <br />thru <br />2-4.3 <br /> <br />Incorporates new language based on pay plan revisions <br />approved by City Council 7/9/85. Outlines new merit in- <br />crease policy and revised longevity schedule. <br /> <br />8 <br /> <br />2-6.3 <br /> <br />Incorporates language regarding Temporary Disability Pay- <br />ment benefit, based on a benefit plan approved by Council <br />7/10/84. <br /> <br />10 <br /> <br />2.9 <br /> <br />Moves section of Education Incentive to this chapter on <br />Classification/Pay Plan & Benefits from Chapter VII on <br />Employee Relations. No changes in the language are pro- <br />posed. <br />
