<br />28 <br /> <br />TUESDAY, JULY 8, 1986 <br /> <br />Council acknowledged receipt of a report entitled, "Cost and Revenue Estimates on <br /> <br />Change in Valuation Method of Automobile and Trucks", as prepared by Mr. J. Ronnie <br /> <br />Minter, Commissioner of the Revenue, which change in method has been mandated by the <br /> <br />1985 Session of the Virginia General Assembly and applies to automobiles and trucks <br /> <br />of less than two tons in weight and to all such vehicles, regardless of age, where <br /> <br />listed in a recognized pricing guide. Mr. Minter estimated a property tax revenue <br /> <br />increase in 1986 (over 1985) of $8,085.00 and the cost to initiate or effect a <br /> <br />change in the applicable computer program of $5,779.00, making for a net increase <br /> <br />(for the year 1986-87) of $2,306.00. <br /> <br />Mr. James Williams, of Roanoke, Virginia, appeared before Council and presented a <br /> <br />prepared statement and document (accompanied by other printed material) entitled, <br /> <br />"The Promise of World Peace", as recently released by The Universal House of <br /> <br />Justice, which is the governing body of the Baha'i Faith, of which Mr. Williams is <br /> <br />a member. Present, too, on behalf of the Baha'i Faith and this prepared statement <br /> <br />was Ms. Martha Dick, of 720 Spruce Street (Apartment #3), Martinsville, Virginia. <br /> <br />Supplementing a report prepared in October of 1985 on the City's Prison Farm, City <br /> <br />Manager Brown informed Council that work is progressing toward converting the <br /> <br />recently-acquired 238-acre tract in Henry County for use as the Prison Farm's pri- <br /> <br />mary farming operation; that the present stock inventory of 65 head of cattle, now <br /> <br />a low revenue-generating source, will gradually be reduced to approximately twenty <br /> <br />head of cattle, deemed sufficient to maintain pasture lands and to meet the needs of <br /> <br />the Prison Farm; that use by City Departments of Prison Farm labor (for which the <br /> <br />Prison Fund is to be credited at the rate of $3.35 per hour per prisoner used in <br /> <br />1986-87) continues to be one of the most beneficial aspects of the Prison Farm; <br /> <br />that the Prison Farm budget for 1986-87 projects a "profit" of $40,000.00 for <br />
