<br />, ~. <br /> <br />TUESDAY, JUNE 24, 1986 <br /> <br />of renewing at July 1st a loan from a local bank to finance the cost of replacing the <br /> <br />roofs on six local public school buildings (to be pajd on June 30th) until such time, <br /> <br />four-to-six months hence, as Literary Fund monies are recieved, payments to con- <br /> <br />tractors for this work be financed through inter-fund borrowings or from the special <br /> <br />roof-replacement fund (which, as to the latter, would "run a deficit" until the <br /> <br />Literary Fund borrowed monies are received). Council unanimously concurred with Mr. <br /> <br />Brown's recommendation. <br /> <br />Council acknowledged and/or concurred with Councilman Oakes' inquiries and/or requests <br /> <br />regarding (1) the need to schedule a meeting of the City's Health Insurance Committee, <br /> <br />(2) the forthcoming organizational meeting of Council on Tuesday, July 1st, and (3) and <br /> <br />a Prison Farm Status Report requested for Council's forthcoming July 8th regular <br /> <br />meeting. <br /> <br />Council also acknowledged City Manager Brown's comments regarding an insurance study <br /> <br />committee meeting he recently attended in Richmond, Virginia, which committee is attempt- <br /> <br />ing to resolve questions pertaining to federal-state regulation of insurance companies <br /> <br />as well as the establishing by legislative actions some limits on claims awards. <br /> <br />Mayor Cole, on behalf of Council, recognized and commended Vice-Mayor Eliza H. Severt <br /> <br />~his being the occasion of her last regular meeting as a member of Council) for her <br /> <br />outstanding leadership and service during her four years as a member of City Council, <br /> <br />the last two of which she served a Vice-Mayor and, as a token of this recognition and <br /> <br />commendation, presented an appropriate plaque to Mrs. Severt. Mrs. Severt's response <br /> <br />included references to (1) lowered property tax rates during her four years on Council, <br /> <br />(2) the importance of providing quality education in the City's public school system and <br /> <br />the roles of teachers and parents therein, (3) the City's excellent fire and police <br />
