..!...

TUESDAY, JUNE 24, 1986

3. Accept a proposal from Manry-Rawls Agency, Colonial Heights,
Virginia, for auto liability coverage ($1,000,000 limit) at
a one-year premium cost of $51,617.00;

4. Go "uninsured" for general liability exposures; and/or

5. Purchase assigned risk auto liability insurance, with a maxi-
mum limit of $350,000.00, at a cost for one year of $83,000.00.

Upon Mr. Fisher's recommendations, supported by City Manager Brown, Council unanimously

(1) accepted the USF&G property insurance proposal at a premium cost of $27,440.00, (2)

accepted the Manry-Rawls auto liability insurance proposal at a premium cost of

$51,617.00, and (3) agreed to "go uninsured" for general liability, pending further

efforts by Mr. Fisher to obtain proposal(s) for such coverage (on which Mr. Fisher will

report by the end of July, 1986), and/or become self-insured for general liability

coverage, for which some $33,000.00 would be available (from the 1986-87 budgeted

amount of $112,748.00 .for both general liability and auto liability insurance) to

establish a self-insurance fund. Meanwhile, City Manager Brown pointed out that some

of the high premium costs (compared with those of other municipalities) may be attrib-

uted to the operation by the City of an electric utility system, a prison farm, and/or

certain other services not provided by other municipalities. Council concurred with

Councilman Groden's request that City Manager Brown study and report on these "high-

risk" operations (i.e., their effect upon the City's insurance premium costs).

In tentative acceptance of the Planning Commission's recommendation that Council

approve Mr. James M. Wilson's petition seeking a P-2 Professional zoning, for Lot No.

28 at 711 Starling Avenue, Council unanimously called for a duly-advertised public

hearing to be conducted by Council on this petition at Council's forthcoming July 8th

regular meeting.

By memorandum report dated June 24, 1986, City Manager Brown recommended that, in lieu

--'--_."----_._--,--~_._-._--,.._----_.._""."_..,,.".....--..----.---.-.-,-.-
