<br />~8~: <br />J'v~ L <br /> <br />TUESDAY, MAY 13, 1986 <br /> <br />- <br /> <br />Cole's inquiry as to whether Pannill Knitting Company is willing to assist the City <br /> <br />in the financing of additional capacity at the City's wastewater treatment plant, <br /> <br />Mr. Pemberton indicated that Pannill Knitting is willing to pay (through established <br /> <br />regular tariffs) as it has in the past, at the same time realizing that color re- <br /> <br />moval, dechlorination, and toxicity reduction will probably require some additional <br /> <br />costs for services. Supplementing City Manager Brown's aforementioned report was a <br /> <br />graph prepared by Mr. John Dyches, City Water Resources Director, which depicted <br /> <br />the critical points in the next few years (assuming that Council will authorize the <br /> <br />City administration to proceed with plans for the expanding of the City's wastewater <br /> <br />treatment plant so that required additional capacity will become available in April <br /> <br />of 1987) in which the combined treatment capacity of the City of Martinsville and <br /> <br />the Henry County Public Service Authority, certainly for relatively brief periods <br /> <br />of time, will not be sufficient to meet the projected needs of both Martinsville <br /> <br />and Henry County. City Manager Brown elaborated on these findings and urged Council <br /> <br />to proceed with his expansion recommendation, noting that the City's wastewater <br /> <br />treatment plant already has an 8MGD permit and noting, too, that with recent improve- <br /> <br />ments to the plant's treatment processes the City should be able to treat success- <br /> <br />fully 8MGD as well as it is now treating 6 MGD. With such authorization, Mr. Brown <br /> <br />indicated that he would present a proposed financing plan to Council at its forth- <br /> <br />-- <br /> <br />coming June 10th meeting and Councilman Groden observed that there are several ways <br /> <br />in which the City's expansion costs may be financed but whatever is done must be in <br /> <br />the best interest of the entire City of Martinsville. <br /> <br />At this point in the meeting, and pursuant to Mayor Cole's suggestion, Council recon- <br /> <br />vened into an Executive Session (pursuant to the appropriate sub-section of Section <br /> <br />2.1-344 of the CODE OF VIRGINIA, 1950, and as amended and pursuant to motion intro- <br /> <br />duced, duly seconded and unanimously carried by a recorded vote) for the purpose of <br />
