<br />8~ <br /> <br />TUESDAY, MAY 13, 1986 <br /> <br />discussing matters involving public funds (i.e., the financing of the recom- <br /> <br />mended expansion to the City's wastewater treatment plant, should expansion be <br /> <br />authorized). Upon returning to regular session, Council unanimously (by appro- <br /> <br />priate motion and duly seconded) authorized City Manager Brown to begin (through <br /> <br />Wiley & Wilson, the City's consulting engineers) the preparation of preliminary <br /> <br />plans for expansion of the City's wastewater treatment plant from 6MGD to 8MGD and <br /> <br />to present a recommended financing plan at Council's forthcoming June 10th meeting, <br /> <br />at which time the public is invited to attend and comment thereon. As a result of <br /> <br />this action by Council, Mayor Cole pointed out that the City is responding to the <br /> <br />needs of local industry and considers this response the right thing to do, looking <br /> <br />to the building by the Henry County Public Service Authority of its proposed <br /> <br />Marrowbone Wastewater Treatment Plant. Councilman Oakes called attention, also, <br /> <br />to on-going efforts by the City of Martinsville and the County of Henry to attract <br /> <br />new industry to the area which will require adequate water and wastewater facil- <br /> <br />ities; and, by its foregoing action Council has seized the opportunity to keep <br /> <br />industry and jobs in the City which, otherwise, might be located elsewhere, and <br /> <br />at the same time increase the City's tax base. Councilman Williams also concurred <br /> <br />with Mayor Cole and Councilman Oakes; however, Mr. Williams cited the need for the <br /> <br />public to be informed in order that it realize that Council's authorizing action is <br /> <br />designed for the betterment of the entire City of Martinsville. (NOTE: Mr. Brown's <br /> <br />"Update Report" is made a part of the minutes of this meeting in the form of <br /> <br />Addendum #2 to these minutes). <br /> <br />Mayor Cole then declared this meeting adjourned. <br /> <br />u"-C <br />W.
