<br />82 <br /> <br />TUESDAY, MAY 13, 1986 <br /> <br />Executive Session to consider personnel matters (including nominees for appoint- <br /> <br />ment and/or reappointment to certain Boards and Commissions), contractual matters, <br /> <br />and legal matters in consultation with legal counsel. Upon reconvening into regular <br /> <br />session, Council unanimously reappointed Mr. Jackson C. Dodge to membership on the <br /> <br />City's Board of Appeals for a five-year term beginning May 12, 1986, as well as <br /> <br />unanimously reappointed Dr. Henry S. Campell to membership on the Piedmont Regional <br /> <br />Community Services ("Chapter 10") Board for a three-year term beginning July 1,1986. <br /> <br />Council also acknowledged receipt of and discussed City Manager Brown's May 7th re- <br /> <br />port entitled, "Update Report - City / County Wastewater Facilities" which pointed <br /> <br />out the urgent need to expedite plans to expand the Henry County-Martinsville waste- <br /> <br />water facilities and treatment capacities because of expansion plans recently <br /> <br />developed by Pannill Knitting Company, Sale Knitting Company, and Bassett-Walker <br /> <br />Knitting Company. Mr. Brown also pointed out three "musts" yet to be provided, viz., <br /> <br />(1) color removal, either by pre-treatment by the textile industrial plants or by <br /> <br />City/County; (2) de-chlorination after June, 1986; and (3) reductions in the levels <br /> <br />of toxicity. Appearing before Council on behalf of Pannill Knitting Company, Inc., <br /> <br />was its Plant Manager, Mr. Dwight Pemberton, who informed Council that growth <br /> <br />spurts are occurring in the local textile industry (i.e., Pannill Knitting Company, <br /> <br />Sale Knitting Company, and Bassett-Walker Knitting Company), along with the expec- <br /> <br />tation that the need for increased processing will continue and, therefore, the <br /> <br />need for City water and wastewater treatment is becoming urgent; and, if not avail- <br /> <br />able from the City, Pannill Knitting Company must look elsewhere for a site and <br /> <br />facility to handle its increased production. Mr. Pemberton asserted, further, that <br /> <br />if the City will commit itself to providing wastewater treatment capacity suffi- <br /> <br />cient to accommodate Pannill Knitting Company's expanding needs, Pannill Knitting <br /> <br />Company will commit itself to expending some $9,000,000 in Martinsville for addi- <br /> <br />tional facilities required for its increased production.
