<br />281 <br /> <br />TUESDAY, MAY 13, 1986 <br /> <br />,- <br /> <br />required to obtain a Special-Use Permit. <br /> <br />",..-... <br /> <br />After acknowledging receipt of a memorandum report prepared by City Manager Brown, <br /> <br />in which he suggested ways and means to amend his initially-recommended City Budget <br /> <br />for 1986-87 to achieve a balanced budget, as recently directed, without his recom- <br /> <br />mended real estate tax rate increase (of 14~) and after inquiring into certain facets <br /> <br />of said report, Council directed that a duly-publicized public hearing be conducted <br /> <br />by Council on said amended budget proposal at Council's forthcoming May 27th regular <br /> <br />meeting. At this point, Councilman-Elect Allan McClain commended both Council and <br /> <br />the City Manager for bringing the proposed 1986-87 budget into balance without any <br /> <br />increase in the City's current real estate tax rate. Also, Mayor Cole urged mem- <br /> <br />bers of Council to approach the May 27th public hearing on the budget, as amended, <br /> <br />".... .with an open mind" and with willingness ".... .to listen to everything people <br /> <br />(citizens) have to say". City Manager Brown's memorandum report is at the conclu- <br /> <br />sion of these minutes and is identified as Addendum #1. <br /> <br />Upon inquiry by Councilman Groden relating to a recent resolution or proclamation <br /> <br />issued urging support of a "Shop at Home" program and, too, relating to the City's <br /> <br />procurement/purchasing policy, City Manager Brown described purchasing/procurement <br /> <br />procedures being followed by the City, in compliance with the State Procurement Act. <br /> <br />Councilman Williams announced that he will be attending a Legislative Committee <br /> <br />meeting in Richmond, Virginia, on May 14, 1986. <br /> <br />In accordance with the requirements of subsections (a)(l), (a)(2), and (a)(6) of <br /> <br />Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and upon motion, <br /> <br />duly seconded and unanimously carried by a recorded vote, Council convened into an <br />
