78 TUESDAY, MAY 13, 1986 Public Service Authority's proposed Marrowbone Wastewater Treatment Plant to accom- modate projected increase in area industrial growth. Meanwhile, Council acknow- ledged with appreciation the expression from the West Piedmont Planning District Commission's Executive Director (Mr. Mark R. Henne), in his letter of April 28th transmitting the foregoing to Mayor Cole, recognizing ".....the fine cooperation that the City's representatives have given the Commission's staff in development and processing....." said amendment and, also, the excellent cooperation between the City of Martinsville and the County of Henry (and its PSA) in matters of mutual interest, such as on-going efforts to meet the area's water and wastewater treatment needs. By means of a copy of the following resolution unanimously adopted, Council will seek the State Compensation Board's concurrence with the opinion of the Council that, as permitted under Section 15.1-821 of the CODE OF VIRGINIA (1950, and as amended), par- ticularly by the 1986 Session of the Virginia General Assembly), that the Common- wealth's Attorney for the City of Martinsville, and his staff, shall devote full time to the duties of that office and shall not engage in the private practice of law, effective July 1, 1986 (with which resolution and opinion Commonwealth's Attorney J. Randolph Smith, Jr., indicated agreement): WHEREAS, Section 15.1-821 of the CODE OF VIRGINIA, as amended and reenacted by the 1986 Session of the Virginia General Assembly, effective July 1, 1986, provides that, in cities having a population of more than 17,000 but less than 35,000, Commonwealth's attorneys and all assistant attorneys for the Commonwealth shall devote full time to their duties and shall not engage in the private practice of law, if the respective governing bodies and the State Compensation Board concur; and WHEREAS, according to the official and last-revised 1980 census, the population of the City of Martinsville is 18,149 and, therefore, is within the parameters set forth herein above; and WHEREAS, it is the opinion of the Council of the City of Martinsville, Virginia, that the Commonwealth's Attorney of the City of Martins- ville, and his staff, shall devote full time to the duties of that office and shall not engage in the private practice of law; now therefore,
