<br />"'?( <br />~ w.. <br /> <br />TUESDAY, MAY 13, 1986 <br /> <br />.- <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that it does hereby notify the Compen- <br />sation Board of the Commonwealth of Virginia of said opinion and, in <br />so dOing, does request the Compensation Board's concurrence therewith. <br /> <br />By memorandum report dated April 22, 1986, Commissioner of the Revenue J. Ronnie <br /> <br />Minter apprised Council of its option to provide by ordinance the date by which <br /> <br />applications for property tax relief must be filed by property owners or lessees as <br /> <br />well as the date on or before which all applications must by annually disposed of by <br /> <br />the Board of Equalization. Mr. Minter, further, recommended that Council establish <br /> <br />such dates in order that time scheduling, both for the Board of Equalization and the <br /> <br />Commissioner's staff, might permit more efficiency and better use of personnel (than <br /> <br />now permitted) and, too, that final reports on annual general assessments might be <br /> <br />provided Council in a more timely manner. At Council's suggestion, Mr. Minter agreed <br /> <br />to monitor this situation during the upcoming year and, at the end of which and if it <br /> <br />is determined that conditions then warrant the establishing of such (deadline) dates, <br /> <br />Mr. Minter will return to Council and so apprise the Council. <br /> <br />As a follow-up to information presented to Council at its recent April 22nd meeting <br /> <br />regarding a proposed Victim/Witness Program for the City of Martinsville, Mr. Al <br /> <br />Smith, Program Coordinator for Henry County, appeared before Council and elaborated <br /> <br />on information previously presented by Henry County Commonwealth's Attorney David V. <br /> <br />Williams (by letter dated April 6, 1986) and by City Manager George W. Brown. In <br /> <br />addition, City Commonwealth's Attorney J. Randolph Smith, Jr., appeared before <br /> <br />Council in support of such a program for Martinsville (in conjunction with that <br /> <br />administered by Mr. Al Smith for the County of Henry, through the Henry County Com- <br /> <br />monwealth's Attorney's office), noting not only a need but also the fact that, be- <br /> <br />cause of Commonwealth's Attorney Smith's load of some 1,700-to-2,OOO non-traffic <br /> <br />- .__.,_'_."_.__.___a___,._.__.,__.____..____._''''__.__~""_",~ _H_ <br />
