A report showing the historical cost of data processing equipment <br />purchased by the City along with reasons for our recommendations to <br />upgrade certain computer equipment. (See attached) <br /> <br />7. A memorandum to Council setting forth justification for continuation <br />of the Tax Collection Assistant as a City Collector assigned to the <br />Finance Department. (See attached) <br /> <br />8. A copy of a report submitted by Mr. George Coleman, Board Member of <br />the Blue Ridge Regional Library, titled "Justification and Explana- <br />tions of Budget Items". (See attached) <br /> <br />Mayor Cole, after stating the purpose of this meeting, extended a cordial welcome to <br /> <br />visitors present, including members of the Martinsville City School Board, members of <br /> <br />the Board of the Blue Ridge Regional Public Library, and representatives of the <br /> <br />City's Department of Social Services and the Virginia Museum of Natural History, with <br /> <br />a special welcome being extended to the Honorable Virgil H. Goode, Jr., State Senator, <br /> <br />and The Honorable Roscoe Reynolds, member of the Virginia House of Delegates. The <br /> <br />record notes that Messrs. Goode and Reynolds appeared before Council and discussed <br /> <br />various aspects of guidelines recently issued by the Virginia Department of Education <br /> <br />for the receipt of 1987-88 transitional personnel payments by local school divisions, <br /> <br />pursuant to the state budget bill enacted by the Virginia General Assembly for the <br /> <br />1986-88 biennium. <br /> <br />Speaking on behalf of the Martinsville City School Board and its 1986-87 budget re- <br /> <br />quests of the City were School Board Chairman Worth H. Carter, Jr., and School Super- <br /> <br />intendent Dr. James E. Calkins, both of whom elaborated on the following memorandum <br /> <br />from the School Board to Council and the various exhibits and schedules made a part <br /> <br />thereof and relating to said requests: <br />
