<br />54. <br /> <br />TUESDAY, APRIL 22, 1986 <br /> <br />WHEREAS, it is now recommended that the aforementioned four govern- <br />mental jurisdictions form such a regional educational planning body, <br />to be identified as the Regional Commission for Educational Planning, <br />for the purpose of promoting and coordinating efforts toward excel- <br />lence in education throughout the area, with membership thereon to <br />consist of four voting members from each of the four governmental <br />jurisdictions, with two of such members from each jurisdiction being <br />appointed initially for two-year terms and two such members being <br />appointed initially for four-year terms, and thereafter for four-year <br />"staggered" terms; now, therefore, <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, <br />Virginia, that it does hereby express concurrence with the above-cited <br />recommendation that a Regional Commission for Educational Planning be <br />organized for the purpose set forth hereinabove as well as in the <br />manner hereinbefore described; and <br /> <br />BE IT FURTHER RESOLVED that each governing body (a party hereto) will <br />be periodically informed and/or apprised of the efforts and activities <br />of said Regional Commission. <br /> <br />City Manager Brown reported that there is available to the City a Victim/Witness Pro- <br /> <br />gram, either in conjunction with such a program already operated by the County of Henry <br /> <br />or separate therefrom, as to funding and operation, with such funding, by grant appli- <br /> <br />cation, assured only for the first year of the City's participation, after which it may <br /> <br />be at 100% cost to the City. Speaking to the purposes and benefits of such a program <br /> <br />were Commonwealth's Attorney J. Randolph Smith., Jr., and Police Chief Terry L. Roop. <br /> <br />In the ensuing discussion of this matter, Vice-Mayor Severt and Councilmen Groden and <br /> <br />Oakes indicated that they can not endorse participation by the City in the program in <br /> <br />the absence of additional information thereon. Councilman Oakes then introduced a <br /> <br />motion that the City not participate at this time; however, this motion failed for <br /> <br />lack of a second; whereupon, Councilman Williams' substitute motion--that Council con- <br /> <br />tinue consideration thereof upon receipt of additional information--unanimously carried. <br /> <br />Council unanimously authorized the purchase of a quarter-page advertisement in the <br /> <br />forthcoming CRAFTED IN VIRGINIA publication (at a cost of $450.00) being issued by <br />
