<br />25~ <br /> <br />TUESDAY, APRIL 22, 1986 <br /> <br />- <br /> <br />and as amended) as enacted by the 1986 Session of the Virginia General Assembly per- <br /> <br />taining to the operation of motor vehicles: <br /> <br />Ordinance No. 86-4 <br /> <br />AN ORDINANCE OF THE CITY OF MARTINSVILLE, VIRGINIA, PROVIDING THAT THE <br />CODE OF ORDINANCES, CITY OF MARTINSVILLE, BE AMENDED AS TO ARTICLE VI, <br />SECTION 12-140; PROVIDING FOR ADOPTION OF CERTAIN AMENDMENTS AND <br />ADDITIONS TO STATE LAW. <br /> <br />-, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />that the Code of Ordinances of the City of Martinsville be amended so <br />as Section 12-140 shall read as follows: <br /> <br />Section 12-140. Adoption of amendments and additions to <br />motor vehicle laws by reference. <br /> <br />The term "laws of the state relative to the operation of <br />vehicles" used in Section 12.2, and the term "laws of the <br />state relative to driving a motor vehicle, etc., while <br />intoxicated," used in Section 12-3, shall be defined and <br />interpreted to include all such laws in effect on July 1, <br />1986. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution expressing Council's concurrence with the proposed establishment of a <br /> <br />Regional Commission for Educational Planning, which proposed establishment was reported <br /> <br />as being recently endorsed by the Martinsville City School Board: <br /> <br />,- <br /> <br />WHEREAS, the 1985 Regional Conference on Excellence in Education, <br />sponsored jointly by Ferrum College and Patrick Henry Community <br />College, produced several specific goals and/or recommendations in <br />five areas of study, viz., (1) evaluation of public schools and <br />school divisions, (2) teacher quality, (3) defining programs and <br />curricula, (4) parental and community development, and (5) funding; <br />and <br /> <br />WHEREAS, participants in said conference, among whom were community <br />leaders in business, government, and education, agreed with near <br />unanimity that, to achieve said goals and to implement said recom- <br />mendations, there should be organized a regional educational plan- <br />ning body to serve the counties of Henry, Franklin, and Patrick, <br />and the City of Martinsville on much the same basis and along the <br />same guidelines as said jurisdictions are presently being served <br />by the West Piedmont Planning District Commission; and <br />
