<br />252, <br /> <br />TUESDAY, APRIL 22, 1986 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 22, 1986, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M. All members were present, viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. <br /> <br />Oakes; and Clyde L. Williams. <br /> <br />After the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />unanimously approved, as recorded, the minutes of its regular meeting held April 8, <br /> <br />1986. <br /> <br />In connection with the pending expiration of the cablevision franchise now held by <br /> <br />Multi-Channel T. V. Cable Company of Mansfield (Ohio), City Commonwealth's Attorney <br /> <br />J. Randolph Smith, Jr., appeared before Council and suggested that a citizens' study <br /> <br />committee be appointed to study facets of local cablevision service in order that <br /> <br />certain problems encountered heretofore might be avoided. Council took Mr. Smith's <br /> <br />suggestion under advisement. <br /> <br />In tentative acceptance of the Planning Commission's recommendation that Council <br /> <br />approve Mr. James M. Wilson's petition seeking the rezoning of Lot 11 at 701 Starling <br /> <br />Avenue from R-6 Residential to P-2 Professional, Council called for a duly-advertised <br /> <br />public hearing to be conducted on said petition-and-requested rezoning at Council's <br /> <br />forthcoming May 13th meeting. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance (introduced at Council's April 8th meeting) which amends Section 12-140 of <br /> <br />the City Code to parallel and/or reflect amendments to the CODE OF VIRGINIA (1950, <br />
