Councilman Williams also raised questions relating to salary increases <br /> <br />proposed in excess of the "cost-of-living adjustment", the City's hiring practices, <br /> <br />and the employing of a part-time Safety Director and a full-time Personnel Technician. <br /> <br />Then, upon mutual agreement among members of Council, the Council proceeded to review <br /> <br />the City Manager's Budget Message, pages i through xxxiii (excluding that portion <br /> <br />,- <br /> <br />pertaining to the City School Board and its 1986-87 requests). Among items specifi- <br /> <br />cally mentioned and/or discussed were: <br /> <br />1. Purposes and significant amount of a recommended contingency fund, <br />use of which would not require a public hearing to amend the budget; <br /> <br />2. Data processing equipment upgrading and/or additions at a cost of <br />$75,000 for hardware and $5,000 for software, plus $31,000 for <br />hand-held meter reading devices; <br /> <br />3. Anticipated increase in the cost of wholesale electric energy pur- <br />chased by the City; <br /> <br />4. Additions and reassignments of personnel; <br /> <br />5. Record-keeping procedures mandated by the Virginia Department of <br />Highways & Transportation to qualify for State maintenance/con- <br />struction financial aid; <br /> <br />6. Employee group medical insurance program, plus various types of <br />risk insurance, costs of which have escalated considerably in the <br />last year or two; <br /> <br />7. Stores Fund financing; <br /> <br />- <br /> <br />8. The School Textbook Fund (newly reinstated for 1986-87); <br /> <br />9. Debt service requirements; <br /> <br />10. An independent in-house auditing team in connection with audit re- <br />port findings relating to the Treasurer's office; <br /> <br />11. The increase in the City Manager's salary, requested by the City <br />Manager (usually not shown or requested in the proposed annual bud- <br />gets but decided upon by Council in its final adoptions of the <br />annual budgets); <br /> <br />12.
