<br />~6 <br /> <br />THURSDAY, APRIL 17, 1986 <br /> <br />State Corporation Commission and the City continues to parallel APCo's retail rates, <br /> <br />there would be added burdens on local consumers and probably some adverse effect upon <br /> <br />on-going efforts to make available better and more-affordable housing for local citi- <br /> <br />zens. Furthermore, Mrs. Severt expressed the hope that Council will find ways to <br /> <br />reduce the expenditure side of the recommended budget. Meanwhile, Mrs. Severt indi- <br /> <br />cated that she might have reservations and/or might question the amount of transfers <br /> <br />recommended from the utility funds to the City's General Fund, pointing out that the <br /> <br />City may be faced with significant costs for such matters as eliminating discoloration <br /> <br />from effluent from the City's sewage treatment plant. Mrs. Severt then posed <br /> <br />questions relating to the accuracy of certain financial data on fund surplus pro- <br /> <br />jections (shown on page xxxiv following the Manager's Budget Message). <br /> <br />Councilman Oakes indicated that he is not supportive of the recommended real estate <br /> <br />tax rate increase and (that) he has concerns with the recommended usage of surplus <br /> <br />funds (which might present more problems "down the road"), that he has concerns with <br /> <br />the recommended percentage of wage-salary increases for certain administrative per- <br /> <br />sonnel, that he has concerns with the proposed adding of personnel, with the finan- <br /> <br />cing of "new" outside agencies, and with the large increase in net local cost pro- <br /> <br />jected for the operation of the City School System. <br /> <br />Councilman Groden emphasized the need to "keep the utility funds healthy" (Le., by <br /> <br />not using surplus funds for general operating expenses) and to achieve greater <br /> <br />efficiency in local governmental operations and services. <br /> <br />Councilman Williams concurred with Councilman Groden and Oakes regarding use of <br /> <br />utility surplus balances and indicated, further, that in his attempts to defend the <br /> <br />City Manager's proposed 1986-87 budget he is receiving "opposition from the <br />
