Reflects a projected increase in the City's cost of purchased <br />wholesale electric energy (from APCo) of 8%; <br /> <br />7. Projects a transfer of $1,750,000.00 (compared with $1,250,000.00 <br />for 1985-86) from the Electric Fund to the General Fund, and a <br />transfer of $500,000.00 from the Electric Fund to the Electric <br />Capital Reserve; <br /> <br />8. Anticipates a General Fund surplus of $633,643.00 at July 1, 1987, <br />or $905,897.00 less surplus in this fund than has been projected <br />at June 30, 1986, which sum of $633,643.00 City Manager Brown <br />proposed be set aside in a contingency fund; <br /> <br />,,- <br /> <br />9. Provides a 5% across-the-board cost-of-living wage-salary <br />increase for personnel under the jurisdiction of the City Manager, <br />plus 1.5% average overall to implement the City's pay/classifi- <br />cation plan for merit and/or longevity, plus funds to cover a <br />number of position range classifications (for personnel within <br />the Police Department, for the City's Finance Director, and for <br />the Administrative Assistant to the City Manager, the last-named <br />position to be re-designated as Assistant to the City Manager), <br />plus funds for a 10% increase in the salary of the City Manager; <br /> <br />10. Recommends the transfer of the Delinquent Tax Collector from the <br />Treasurer's jurisdiction to that of the Director of Finance; <br /> <br />11. Recommends the employing, on a part-time basis, of a Safety <br />Director; <br /> <br />12. Recommends the employing of two additional or "new" employees, <br />under the Manager's jurisdiction, to meet State mandates and/or <br />additional work-load; <br /> <br />13. Includes the funds requested by the City's several "Constitutional <br />Officers", whose requests are yet subject to approval or adjust- <br />ment by the State Compensation Board; <br /> <br />14. Includes the budgetary requests of the City School Board as well <br />as those of various health and welfare agencies; and <br /> <br />15. Continues the present level of group medical insurance coverage <br />for both City and School Board personnel as well as provides funds <br />for an increase of 30% in the cost of such coverage. <br /> <br />Referring to the proposed real estate tax rate increase, Vice-Mayor Severt pointed out <br /> <br />that said increase represents an average of 18.4%, which would be over and above the <br /> <br />average increase of 6% in tax dollars resulting from last year's re-evalutation. Too, <br /> <br />Mrs. Severt noted that, if Appalachian Power Company is granted a rate increase by the <br />
