<br />38 <br /> <br />TUESDAY, APRIL 8, 1986 <br /> <br />Also, pursuant to duly-published notice, Council conducted a public hearing on Mrs. <br /> <br />Pauline Lawson's petition, recently recommended for Council's approval by the Plan- <br /> <br />ning Commission, seeking the rezoning of Lot A at 313 Mulberry Road (Extension) from <br /> <br />R-6 Residential to P-2 Professional. There being no objections registered to this <br /> <br />petition by any citizen, Council unanimously accepted the Planning Commission's <br /> <br />recommendation thereon and, in so doing, effected said requested rezoning by the <br /> <br />following ordinance (duly adopted) amending the City's Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the Zoning Map of the City of <br />Martinsville, Virginia, be--and is hereby--amended to the extent that <br />Lot A located at 313 Mulberry Road is hereby rezoned from R-6 Resi- <br />dential to P-2 Professional. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, <br />this ordinance shall be in force on and after April 9, 1986. <br /> <br />Responding to Council's request (from Council's meeting held March 25, 1986), the <br /> <br />Planning Commission reported that, having considered the safety aspects of hot-air <br /> <br />balloon and pony rides which the Piedmont Arts Association desires to conduct and/or <br /> <br />sponsor at its headquarters at 215-217 Starling Avenue, the Commission recommends <br /> <br />that these two types of activities be included in a proposed amendment to Piedmont <br /> <br />Arts' Special-Use Permit, subject to continued inspection and interpretation by the <br /> <br />City's Building Inspector of safety factors. Upon motion, duly seconded and unani- <br /> <br />mously carried, Council accepted the Planning Commission's recommendation and <br /> <br />directed the amending of said Special-Use Permit to include--but be limited to--the <br /> <br />following: <br /> <br />Temporary, promotional, recreational, or fund-raising amusement <br />activities and facilities of not more than two (2) days duration <br />sponsored by civic, professional, fraternal, institutional or <br />religious groups or organizations, and conducted for community, <br />religious or benevolent purposes, and located on property owned <br />or leased by the sponsor. Such amusement facilities and activ- <br />ities shall be limited to musical entertainment, jamborees, edu- <br />cational displays, arts and crafts, auctions, legal games, con- <br />cessions, hot-air balloons, and/or pony rides. <br />
