<br />226 <br /> <br />TUESDAY, MARCH 11, 1986 <br /> <br />of a special committee (of which City Manager Brown was a member) which, as a result <br /> <br />of its 1973-76 regional air transportation system study for four area planning dis- <br /> <br />tricts, recommended the constructing in Bedford or Franklin County of a regional air- <br /> <br />port, Council indicated further interest in this matter, for which a letter of inquiry <br /> <br />was authorized. <br /> <br />after receiving and considering a proposal presented on behalf of the Pittsylvania <br /> <br />County Community Action Agency, Inc., by Mr. Sherman M. Saunders, its Executive Director, <br /> <br />that said agency be designated as the Community Action Agency to serve the City of Mar- <br /> <br />tinsville, and after some discussion thereof with Mr. Saunders as to the agency's annual <br /> <br />expenditures, the anticipated adverse effect upon its financing by the recently-enacted <br /> <br />Gramm-Rudman Act legislation, and the agency's role in providing certain services, <br /> <br />Council unanimously designated said Pittsylvania County agency as the Community Action <br /> <br />Agency to serve the City of Martinsville with the understanding that services provided <br /> <br />or to be provided will not be duplicated by any other agency or will not duplicate those <br /> <br />provided by any other agency. Services proposed by Mr. Saunders for the City of Martins- <br /> <br />ville would be a continuation of current Elderly Services and Winterization Services, <br /> <br />plus Emergency Assistance (food, clothing, transportation, etc.), plus such other non- <br /> <br />duplicated services as needed, with no financial assistance or funding required of the <br /> <br />City of Martinsville. <br /> <br />Council unanimously adopted the following resolution which authorized and directed City <br /> <br />Attorney Worthy to apply to the U. S. Department of Justice for approval of certain voter <br /> <br />registration changes proposed therein: <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular session held on March 11, 1986, that the City Attorney, <br />be, and he herewith is, authorized and directed to apply to the Depart- <br />ment of Justice for approval of the following voting changes in which <br />the General Registrar of Voters will register voters at the following <br />times and locations: <br />
