,06 TUESDAY, JANUARY 28, 1986 Be it enacted by the General Assembly of Virginia: 1. That Section 33.1-23.02, Code of Virginia, is amended as follows: Section 33.1-23.02. Definition of the term "mainte- nance"--For the purpose of this title, unless other- wise explicitly provided, the term "maintenance" shall include ordinary maintenance, maintenance re- placement, preventive maintenance, betterment or im- provement of existing highways performed incidental to and in the course of conducting maintenance on such highways, and any other categories of mainte- nance which may be designated by the Commissioner. Council unanimously approved, subject to adoption by Council of an ordinance amending appropriate sections of the City's Business-Professional-Occupational License Tax Ordinance (1983), of a roll-back in certain local license tax rates to the "ceilings" thereonmandated by the State of Virginia, as recommended by Mr. J. Ronnie Minter, Commissioner of the Revenue. Council acknowledged receipt of staff reports on (1) the City's revenues and expen- ditures for the six-month period ended December 31, 1985, and (2) on on-going improve- ments to the City's Wastewater Treatment Plant. As recommended by City Manager Brown, Council unanimously selected a proposal identi- fied as "OPTION #3 THE BUYOUT OPTION" in Mr. Brown's January 22nd memorandum report to Council regarding disposal of the City's "PCB", a hazardous waste, for which dis- posal Council appropriated the sum of $8,000.00 on August 27, 1985. In so doing, Council appropriated the additional sum of $4,565.00 to implement the approved "Buy- out Option", subject to compliance with procedures required to amend the City's cur- rent budget.
