<br />,06 <br /> <br />TUESDAY, JANUARY 28, 1986 <br /> <br />Be it enacted by the General Assembly of Virginia: <br /> <br />1. That Section 33.1-23.02, Code of Virginia, is amended as <br />follows: <br /> <br />Section 33.1-23.02. Definition of the term "mainte- <br />nance"--For the purpose of this title, unless other- <br />wise explicitly provided, the term "maintenance" <br />shall include ordinary maintenance, maintenance re- <br />placement, preventive maintenance, betterment or im- <br />provement of existing highways performed incidental <br />to and in the course of conducting maintenance on <br />such highways, and any other categories of mainte- <br />nance which may be designated by the Commissioner. <br /> <br />Council unanimously approved, subject to adoption by Council of an ordinance amending <br /> <br />appropriate sections of the City's Business-Professional-Occupational License Tax <br /> <br />Ordinance (1983), of a roll-back in certain local license tax rates to the "ceilings" <br /> <br />thereonmandated by the State of Virginia, as recommended by Mr. J. Ronnie Minter, <br /> <br />Commissioner of the Revenue. <br /> <br />Council acknowledged receipt of staff reports on (1) the City's revenues and expen- <br /> <br />ditures for the six-month period ended December 31, 1985, and (2) on on-going improve- <br /> <br />ments to the City's Wastewater Treatment Plant. <br /> <br />As recommended by City Manager Brown, Council unanimously selected a proposal identi- <br /> <br />fied as "OPTION #3 THE BUYOUT OPTION" in Mr. Brown's January 22nd memorandum report <br /> <br />to Council regarding disposal of the City's "PCB", a hazardous waste, for which dis- <br /> <br />posal Council appropriated the sum of $8,000.00 on August 27, 1985. In so doing, <br /> <br />Council appropriated the additional sum of $4,565.00 to implement the approved "Buy- <br /> <br />out Option", subject to compliance with procedures required to amend the City's cur- <br /> <br />rent budget. <br /> <br />Council unanimously approved of the following amendment to Section 7-1 (Political <br />
