<br />TUESDAY, JANUARY 28, 1986 <br /> <br />Activity) of the City's Employee Manual, as recommended by City Manager Brown, where- <br /> <br />by subsection 7-1.1(a) will now provide that no employee under the jurisdiction of the <br /> <br />City Manager shall continue in his/her position after becoming a candidate for a nomi- <br /> <br />nation or election to any public office when such candidacy, in the opinion of the de- <br /> <br />partment head, with the concurrence of the City Manager after consultation with the <br /> <br />City Attorney, conflicts, either actually or potentially, with the proper performance <br /> <br />of his/her regular duties. Council withheld action on another proposed amendment to <br /> <br />the Employee Manual which prohibits (and would continue to prohibit) active participa- <br /> <br />tion by any such employee in a City political campaign, deferring further consideration <br /> <br />thereof pending additional study thereof by City Manager Brown. <br /> <br />Council unanimously accepted the recommendations of its Insurance Committee, as set <br /> <br />forth in City Manager Brown's memorandum report thereon dated January 22, 1986, per- <br /> <br />taining to the City's group medical insurance plan, whereby such plan will be changed <br /> <br />from a "Usual, Customary and Reasonable (UCR)" basis to a "Charge" basis. The amended <br /> <br />plan, the Committee reported, will retain all current coverages, the $100 per individual <br /> <br />annual deductible, the 80/20 co-insurance feature (to be based on charges rather than on <br /> <br />UCR), and the $650 per individual annual out-of-pocket "cap", after which 10010 of actual <br /> <br />charges will be paid. The Committee also recommended the addition (to the plan) of a <br /> <br />Pre-Admission Review Certification and a $100 per admission deductible (to be repaid by <br /> <br />the City's Insurance Trust Fund). The report further indicated that the proposed changes <br /> <br />will restore confidence of the City's employees in the medical insurance plan and, at the <br /> <br />same time, continue the cost containment goal established in 1983. <br /> <br />Referring to the six-month financial report hereinbefore referred to in these minutes, <br /> <br />Councilman Oakes asked City Manager Brown to review income and expenses for "City uses" <br /> <br />of electric energy and determine whether a revised projection thereof is warranted. <br /> <br />~ , <br /> <br />207 <br />
