With these two items eliminatd, <br /> <br />Mr. Brown indicated yet an "overage" of some $31,800.00 (between the lowest bid re- <br /> <br />ceived and funds allocated for the five items included in the bids), which "overage" <br /> <br />he recommended off-setting with the $21,000.00 for the air conditioning project (in- <br /> <br />asmuch as the Commonwealth of Virginia will not agree to providing its share during <br /> <br />the current year) and certain line-item transfers. <br /> <br />-. <br /> <br />City Manager Brown reported that the preparation of plans and specifications are in <br /> <br />process for the widening and upgrading of Smith Lake Road and the construction of <br /> <br />curb-and-gutter along Clearview Drive from Royal Drive to the City's east corporate <br /> <br />limits, with construction of these two projects scheduled by July 1, 1986. <br /> <br />Pursuant to Councilman Groden's recent suggestion or recommendation that the City <br /> <br />of Martinsville be represented at the Annual Congressional Cities Conference to be <br /> <br />held in Washington, D. C., March 8th-11th, 1986, in which Council concurred, both <br /> <br />Councilman Williams and City Manager Brown indicated their willingness (as well as <br /> <br />plans) to attend this meeting, for which no "housing" costs to the City would be <br /> <br />involved, inasmuch as both would be staying with relatives in the area. <br /> <br />- <br /> <br />At Mayor Cole's suggestion, Council postponed consideration of proposed legislation-- <br /> <br />which might be introduced in the 1986 Session of the Virginia General Assembly--under <br /> <br />the caption, "The Virginia Bottle and Can Bill", designed to decrease litter; to en- <br /> <br /> <br />courage more recycling; to create jobs; to conserve energy, resources, and water; to <br /> <br />protect and promote good health; and to save money. <br /> <br />- <br /> <br />Council acknowledged receipt of the following communication from Ms. Susan Shearer, <br /> <br />1" <br />
