<br />192 <br /> <br />TUESDAY, JANUARY 14, 1986 <br /> <br />Council unanimously authorized City Manager Brown to execute--on behalf of the City <br /> <br />of Martinsville--an agreement between the City, The Lester Group, Inc., and Captain <br /> <br />D's of Martinsville, Inc., by which--as requested by Multi-Foods Management, Inc.-- <br /> <br />the City will make available City water and sewer service to property owned by The <br /> <br />Lester Group, Inc., identified as Lot No.4 at the southeast corner of the inter- <br /> <br />section of U. S. Route 220 and Commonwealth Boulevard (outside the City's corporate <br /> <br />limits), to serve a proposed Captain D's Restaurant, with such authorization condi- <br /> <br />tioned upon the attaching of restrictive covenants (as recommended by the Planning <br /> <br />Commission) requiring development and usage of the property to conform to or with <br /> <br />the City's C-3 Commercial Zoning requirements. <br /> <br />Council unanimously placed on first reading, for further consideration and/or final <br /> <br />action at Council's forthcoming January 28th meeting, a proposed ordinance (identi- <br /> <br />fied as Ordinance 86-1) which, if adopted, will amend Section 21-4 of the City Code <br /> <br />to provide that the handling and recording of delinquent real estate taxes will be- <br /> <br />come the responsibility of the City Treasurer (instead of, as now, that of the Clerk <br /> <br />of the City's Circuit Court). <br /> <br />Council acknowledged receipt of a report prepared by Mr. J. Ronnie Minter, City <br /> <br />Commissioner of the Revenue, in which Council was apprised of recent amendments by <br /> <br />the Virginia General Assembly to State Code Section 58.1-3503, which now requires <br /> <br />(for purposes of local tangible personal property taxation) that automobiles and <br /> <br />trucks of less than two tons in weight be valued by means of a recognized pricing <br /> <br />guide, which will apply to such vehicles irrespective of age. The cost of using an <br /> <br />independent pricing guide was estimated by Mr. Minter between $800.00 and $1,500.00 <br /> <br />per year.
