Ronnie Minter also presented to Council an up- <br /> <br />dated report on the City's program providing tax relief for owners of real estate <br /> <br />within the City who qualify therefor as "elderly" and/or "totally and permanently <br /> <br />disabled". <br /> <br />Council unanimously accepted an easement granted to the City by Lanier Farm, Inc., <br /> <br />including a proviso by which said easement might become null and void, to allow and <br /> <br />permit the City (as recommended by City Manager Brown) to construct a crushed stone <br /> <br />walkway of some 950 feet in length within the upper portion of Lake Lanier and just <br /> <br />outside the right-of-way of Sam Lions Trail, Cherokee Trail, and Root Trail to pro- <br /> <br />vide safer conditions for pedestrians than are now available within those right-of- <br /> <br />ways. City Manager Brown proposed that said walkway be constructed by the City at <br /> <br />an estimated cost of $1,629.00 for materials. <br /> <br />- <br /> <br />In response to a request form the West Piedmont Planning District Commission as to <br /> <br />Council's position with regard to a current application being filed for federal <br /> <br />funding by the Southwest Virginia Health Systems Agency, Inc., Council voted four- <br /> <br />to-one (Councilman Williams voting "No") on a motion, duly seconded, that Council <br /> <br />does not wish to comment on said application. The record reflects Mr. Williams' <br /> <br />recommendation that Council request the Planning District Commission to "...make <br /> <br />a favorable comment..." on said application because this agency, although hereto- <br /> <br />fore subject to some criticism, has made available to the community certain medical <br /> <br />facilities which, otherwise, might not have been made available. <br />
