<br />" <br />i, <br /> <br />TUESDAY, DECEMBER 8, 1987 <br /> <br />..-. <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this eighth day of <br />December, 1987, that the Zoning Map of the City of <br />Martinsville, Virginia, be--and is hereby--amended to the <br />extent that Dorn-Will Development Corporation property <br />situated on the south side of Route 58 East, between <br />Salmon Street and close proximity to the City's east <br />corporate limits, and as defined in yellow outline by the <br />attached map, be and is hereby rezoned from R-6 <br />Residential, R-9 Residential, and C-3 Commercial to C-3 <br />Commercial and R-P Residential/Professional. <br /> <br />.-. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency <br />existing, this ordinance shall be in force on and after <br />December 9, 1987. <br /> <br />Also, pursuant to duly-published notice, Council conducted a public hearing on a <br /> <br />petition filed by Mr. W. Lee Hussey, II (and recommended for Council's approval <br /> <br />by the Planning Commission), seeking M-3 Industrial zoning of Lots 117 through <br /> <br />140A situated on the southwest side of Lavinder Street. A number of citizens <br /> <br />residing on nearby streets were present at this hearing and, apparently, were in <br /> <br />accord with expressions from Ms. Karen Dandridge (of 302 Sellers Street), a Ms. <br /> <br />Ross, and Mr. Bruce Dallas (the last-named citizen speaking on behalf of several <br /> <br />senior citizens who could not be present for this hearing), all of whom pointed <br /> <br />to the probability that development of this section of Lavinder Street under <br /> <br />industrial zoning will generate objectionable truck traffic and noise as well as <br /> <br />...--., <br /> <br />pose a danger to neighborhood children, one of whom was accidentally killed some <br /> <br />five years ago by a truck travelling through the area of Salem and Sellers <br /> <br />Streets. In expressing their opposition, however, these spokesmen indicated <br /> <br />that they are not opposed to progress nor did they harbor any ill feelings <br /> <br />towards Mr. Hussey for seeking the rezoning for industrial development, although <br /> <br />Mr. Hussey indicated that he has no present plans for such development, which <br /> <br />would be in accord with the City's Land Use Plan. Meanwhile, Vice-Mayor <br /> <br />Williams reported that he has interviewed many of the citizens residing in the <br />
