<br />, , <br />:J ' <br /> <br />TUESDAY, NOVEMBER 10, 1987 <br /> <br />- <br /> <br />Referring to his memorandum report dated August 19, 1987, in which was estimated <br /> <br />the cost of making certain improvements at English Field in conjunction with a <br /> <br />professional baseball franchise being sought for Martinsville, City Manager <br /> <br />Brown cited the need to proceed with purchasing and installing new lighting <br /> <br />facilities for English Field, including new poles and underground circuitry, at <br /> <br />a revised cost of $31,727.00, compared with the initial estimate of $24,204.00 <br /> <br />for lighting (which did not include new poles, now found necessary because the <br /> <br />present poles have been found unsafe). Mr. Brown pointed out that the new <br /> <br />lighting system would better serve all recreational activities at this site and <br /> <br />such a system is considered necessary, even if professional baseball does not <br /> <br />come to Martinsville. Meanwhile, Mr. Brown pointed out that, by making certain <br /> <br />other cost adjustments in the entire project (estimated to cost $128,210.00, of <br /> <br />which the City would underwrite $97,210.00 -- see Council minutes of August 25, <br /> <br />1987, page 86, MB #26), the City's cost share could be contained. Mr. Brown <br /> <br />also pointed out that obtaining the lighting materials soon would permit the <br /> <br />City's Electric Department to make the installation during the next several <br /> <br />winter months when it would likely have more time for the project than it would <br /> <br />during other seasons of the year. Mr. Brown indicated that "....cost of the <br /> <br />lighting can be defrayed by the $10,000 donation from the Recreation Association <br /> <br />with the balance coming from the Recreation Department's bank account that was <br /> <br />referred to in my August 19, 1987, report." Upon motion, duly seconded and <br /> <br />unanimously carried, with the understanding that only these "recreation funds" <br /> <br />will be used to finance the lighting phase of the total English Field project, <br /> <br />Council authorized City Manager Brown to proceed with the purchasing and <br /> <br />installing of said lighting facilities. <br />
