<br />TUESDAY, OCTOBER 13, 1987 <br /> <br />D. Estimated cost of repairs is approximately $421,000 <br />plus engineering and contingencies. <br /> <br />,- <br /> <br />WHEREAS, the Urban Division of the Virginia Department of Transportation <br />was apprised of these findings by letter dated September 17, 1987; and <br /> <br />WHEREAS, a copy of the consultants report was submitted to the Department <br />of Transportation's Urban Division for their review and analysis; and <br /> <br />- <br /> <br />WHEREAS, the rehabilitation of this bridge structure is impera- tive at the <br />earliest possible date because of the importance of U.S. Route 58 as a <br />major carrier of East-West traffic through the City and State; and <br />WHEREAS, in accordance with the Virginia Department of Transportation's <br />construction procedures it is necessary that a request by City Council <br />resolution be made in order that the Depa~tment program an Urban Highway <br />Project in the City of Martinsvil1e; now, therefore, <br /> <br />BE IT RESOLVED that the Council of the City of Martinsville, Virginia, in <br />regular session assembled, October 13, 1987, requests the Virginia <br />Department of Transportation to establish an Urban System Highway Project <br />designed to replace or rehabilitate a bridge structure situated on East <br />Church Street (U.S. Route 58) crossing the C&NW Railroad (Norfolk-Southern) <br />located within the City's corporate limits. <br /> <br />BE IT FURTHER RESOLVED by the Council of the City of Martinsville, <br />Virginia, that the City of Martinsville agrees to pay its share (5%) of the <br />total cost for preliminary engineering, right-of-way, and construction of <br />this project in accordance with Section 33.1-44 of the Code of Virginia, <br />and that, if the City of Martinsville subsequently elects to cancel this <br />project, the City of Martinsville hereby agrees to reimburse the Virginia <br />Department of Transportation for the total amount of the costs expended by <br />the Department through the date the Department is notified of such <br />cancellation. <br /> <br />The Virginia Department of Transportation, by letter dated September 30, 1987, <br /> <br />informed Council that, as a result of recent studies conducted by the Department of <br /> <br />,- <br /> <br />Transportation, there is need to "signalize" Market Street at Bridge Street, at Moss <br /> <br />Street, and Commonwealth Boulevard, the cost of which is estimated to amount to <br /> <br />$220,000.00, with said cost (of which the City is to pay 5%) to be charged against <br /> <br />the Market Street construction project, inasmuch as this project has not been closed <br /> <br />for accounting purposes; however, the Department further noted, said cost will be <br /> <br />deducted from Martinsville's urban allocation in the update of next year's Six Year <br /> <br />Improvement Program.
