City Manager Brown pointed out that a recent <br /> <br />cost of $550,000.00, of which--if Council's request is granted--the City's cost would <br /> <br />inspection of this bridge structure, as well a subsequent engineering analysis, <br /> <br />revealed serious deterioration in the structure's concrete deck, requiring a <br /> <br />limitation on load weights crossing the bridge and the posting of load limit signs. <br /> <br />Mr. Brown noted, further, that the cost of rehabilitating the structure will, of <br /> <br />because some funds allocated or to be allocated for the scheduled projects must be <br /> <br />necessity, postpone other street-highway proje~ts already scheduled in the City <br /> <br />diverted to the bridge rehabilitation, now considered an emergency project. The <br /> <br />adopted resolution follows: <br /> <br />WHEREAS, as a result of an inspection by personnel of the City's Public <br />Works Department of a bridge structure located in the City of Martinsville, <br />Virginia (City), situated on East Church Street (U.S. Route 58) crossing <br />the Carolina and Northwestern Railroad (Norfolk Southern) it was determined <br />that the concrete deck of this structure has undergone serious <br />deterioration; and <br /> <br />WHEREAS, after discussion between officials of the City and the Virginia <br />Department of Transportation, it was concluded that an engineering analysis <br />of this structure should be made to determine the extent of deterioration <br />and the estimated cost of rehabilitation or replacement of this structure; <br />and <br /> <br />WHEREAS, a consultant, Schwartz and Associates, Inc., of Lynchburg, <br />Virginia, was selected to perform a study and analysis of this bridge; and <br /> <br />WHEREAS, on September 11, 1987, the consultant submitted to the City the <br />evaluation report covering the analysis of the bridge structure with a <br />summary of their findings as follows: <br /> <br />A. Major repairs to structure are required including <br />replacement of a portion of the bridge deck. <br /> <br />B. Load posting of the structure is required until <br />the repairs are completed and the structure is <br />strengthened. <br /> <br />C. Two narrow lanes of traffic can be left open to <br />carry traffic while the bridge is being remodeled. <br />
