<br />-. <br /> <br />1 <br /> <br />TUESDAY, OCTOBER 13, 1987 <br /> <br />-, <br /> <br />regulatory agencies and with affected local industries, after which a recommendation <br /> <br />"....will be forthcoming with respect to a suggested course of action regarding <br /> <br />wastewater color removal". <br /> <br />- <br /> <br />In response to a recent inquiry by members of Council, City Manager Brown reported <br /> <br />t~at the exceedingly heavy rainfall (estimated to have been 10-to-12 inches), which <br /> <br />recently occurred along tributaries of Smith River below Philpott Dam, caused major <br /> <br />flooding in areas from Bassett (Virginia) through the Martinsville area, whereas the <br /> <br />holding capacity of Philpott Reservoir and the fact the Philpott Dam did not generate <br /> <br />any electricity nor release any excess water during the heavy rainfall period (the <br /> <br />past Labor Day weekend) well-served the flood control purpose for which Philpott Dam <br /> <br />& Reservoir were designed. In other words, the operation of Philpott Dam & Reservoir <br /> <br />during the heavy rainfall was such as to minimize in every possible way downstream <br /> <br />flooding. <br /> <br />City Manager Brown reported, too, on the status of on-going repairs at the City's <br /> <br />hydro-electric plant on Smith River, noting that the draft tube replacement (which <br /> <br />recently failed) is being installed and should be in operation by the end of October <br /> <br />(1987), whereas a lightning-damaged generator has been completely repaired at a cost <br /> <br />of $30,500.00, which cost is expected to be fully recovered from the City's insuring <br /> <br /> <br />agencies. Similarly, Mr. Brown reported, the cost ($10,695.99) of replacing a large <br /> <br />breaker (recently damaged) at the City's metering station is expected to be recovered <br /> <br />(less $1,000.00 deductible) from the City's insurance carrier. <br /> <br />Upon recommendation of City Manager Brown, Council unanimously adopted a resolution <br /> <br />which requests the Virginia Department of Transportation to establish an Urban System <br /> <br />Highway Project in the City for the rehabilitation of a bridge structure on East <br />
