<br />TUESDAY, SEPTEMBER 22, 1987 <br /> <br />- <br /> <br />as were its ex-officio members - see pages 72 and 73 of Minute Book No. 26), the <br /> <br />purpose of which plan is to qualify Martinsville for designation as a redevelopment <br /> <br /> <br />area and, thus, for eligibility for federal grants to finance economic development <br /> <br />projects within the City. In its letter of transmittal, the OEDP Committee noted <br /> <br /> <br />that its report .......high1ights the past and recent demographic and economic history <br /> <br /> <br />of Martinsvi1le" as well as examines both the City's positive and negative factors. <br /> <br />~ <br /> <br />The report also contained a list of goals, a priority list, and a plan for <br /> <br />implementation, all of which were formulated to overcome the negative factors. The <br /> <br />priority list, the report noted, cites seven projects and the estimated cost of each <br /> <br />project by which (1) three currently-vacant industrial plants might be renovated into <br /> <br />industrial-incubators to develop fledgling industries, a concept on which the Federal <br /> <br />Economic Development Administration places considerable emphasis; (2) new industrial <br /> <br />sites might be created or developed; (3) the downtown "hotel project" might become a <br /> <br />reality; and (4) a "revolving" industrial loan program can be established. The <br /> <br />Committee also reported that these priorities have been reviewed--and given informal <br /> <br />approval--by the Richmond EDA representative and that the Plan would become a <br /> <br />complement to--and enhance--similar efforts by Henry County. Inasmuch as one or more <br /> <br />members of Council had been unable to review and study the Plan report in advance of <br /> <br />this meeting, Council continued its consideration thereof to its forthcoming October <br /> <br />13th regular meeting or, if necessary because of time constraints imposed by the <br /> <br />Federal EDA, to a duly-called special meeting prior to October 13th. Meanwhile, in <br /> <br />the discussion of the report, members of Council commended the OEDP Committee and its <br /> <br />ex-officio members for its noteworthy and expeditious handling of its assignment and <br /> <br />City Manager Brown gave special recognition to Mr. Dennis W. Carney, the City's <br /> <br />Planner and one of the three ex-officio members, for his important role and efforts <br /> <br />in the Plan development. <br /> <br />-, <br />
