<br />)8 <br /> <br />TUESDAY, SEPTEMBER 22, 1987 <br /> <br />After some discussion and upon motion, duly seconded and unanimously carried, Council <br /> <br />approved the concept of Proposal No. 1 (at least for one year or until approved <br /> <br />otherwise or revised) with the understanding that an appropriate ordinance, <br /> <br />reflecting the approved concept and amending current regulations, will be presented <br /> <br />to Council for its consideration and action. <br /> <br />Council unanimously endorsed a program initiated by the City's Police Department and <br /> <br />its Chief, Terry L. Roop, designed to publicize the State's new seat belt law, which <br /> <br />becomes effective January 1, 1988, and to recognize various motor vehicle drivers <br /> <br />(and passengers) during the forthcoming months of October, November, and December who <br /> <br />are observed wearing their seat or safety belts by presenting them with a coffee mug <br /> <br />on which is not only a replica (in color) of the Police Department's uniform emblem <br /> <br /> <br />(shoulder "patch") but also the words, "MUGGED BY THE MARTINSVILLE POLICE DEPARTMENT" <br /> <br /> <br />and "THANK YOU FOR BUCKLING UP". Council was informed that the cost of this <br /> <br /> <br />"awareness" program is being financed by a mini-grant of $1,550.00 from the Virginia <br /> <br />Department of Motor Vehicles, application for which was authorized by Council on <br /> <br />April 28, 1987. <br /> <br />Council took no action on an invitation from the National Organization on Disability <br /> <br />(a non-profit organization formed in 1982 to expand the participation of the nation's <br /> <br />35,000,000 citizens with disabilities in the mainstream of their various communities <br /> <br />and to increase public awareness and acceptance) to designate a local citizen as a <br /> <br />liaison to said organization under its community partnership program, with Council <br /> <br />concurring with City Manager Brown in his opinion that such a liaison from <br /> <br />Martinsville is not needed at the present time. <br /> <br />Council acknowledged receipt of a report entitled, "Overall Economic Development <br /> <br />Plan, September 27, 1987," as recently developed by the City's Overall Economic <br /> <br />Development Plan Committee (whose members were appointed by Council on July 28, 1987, <br />
