<br />~ r~ <br /> <br />TUESDAY, SEPTEMBER 22, 1987 <br /> <br />Council acknowledged receipt of the following staff reports: <br /> <br />A. Balance Sheet of all funds, as of August 31, 1987; and <br /> <br />B. An updating by Commonwealth's Attorney J. Randolph Smith, Jr., of <br />the State's "Conflict of Interests Act", supplementing <br />information Mr. Smith presented recently to Council by <br />describing "transactional disclosure statements" where such <br />are required, with the form thereof having just been developed <br />by Miss Mary Sue Terry, Virginia Attorney General. <br /> <br />In tentative acceptance of reports and favorable recommendations from the City's <br /> <br />Planning Commission (on the following matters), Council unanimously directed that <br /> <br />duly-advertised public hearings be conducted by Council on these matters at Council's <br /> <br />forthcoming October 13th regular meeting: <br /> <br />A. A petition filed by Mr. George W. Sawyer, Realtor, as enlarged <br />by the Planning Commission, requesting that properties currently <br />zoned R-6 Residential and/or P-2 Professional, as situated on the <br />south side of Market Street from Ellsworth Street to Maple Street <br />and a portion of property constituting the parking lot of the <br />Virginia Department of Motor Vehicles (west of Maple Street), be <br />rezoned to C-1A Commercial; and <br /> <br />B. A petition filed by the Martinsvi1le Bulletin seeking the closing <br />and abandonment of unused-excess Brown Street-Market Street right- <br />of-ways situated on the south side of Market Street, east of <br />College Street, and abutting properties already owned by <br />petitioner. <br /> <br />In connection with the Martinsville Bulletin petition, City Manager Brown informed <br /> <br />Council that petitioner has agreed to pay to the City the sum of $8,636.00 (being 50% <br /> <br />of the value established) in exchange for a quit-claim deed for said right-of-ways, <br /> <br />pending the public hearing and the authorized closing and abandonment of said <br /> <br />right-of-ways. <br /> <br />Mayor Oakes announced that he has proclaimed the month of October, 1987, as "Arts & <br /> <br />Music Month", jointly sponsored by the Piedmont Arts Association and the Piedmont <br /> <br />Music Teachers Association. Mayor Oakes also commended the local chapters of the <br /> <br />Daughters of the American Revolution (and Mrs. Virginia S. Windle, member) for their <br /> <br />sponsorship of special observances (during the past week and into the succeeding <br /> <br />week) of the Bicentennial of the Signing of the United States Constitution. <br />
