<br />I') <br />j ",.I <br /> <br />TUESDAY, SEPTEMBER 8, 1987 <br /> <br />Council unanimously authorized City Manager Brown to proceed with his proposal, <br /> <br />endorsed by the City's Commercial Development Commission, to attempt to dispose <br /> <br />of by sale (through sealed bids) of certain residual parcels of land situated <br /> <br />along Market Street and which can be declared "surplus", with 95% of the proceeds <br /> <br />therefrom to be forwarded to the Virginia Department of Transportation inasmuch <br /> <br />as said agency acquired these parcels in connection with rights-of-way necessary <br /> <br />for the construction of Market Street, with the City's cost-share thereof having <br /> <br />been five per cent. Parcels to be offered for sale would not include those <br /> <br />located at street intersections, which are to,be retained for public purposes <br /> <br />(such as to preserve or enhance sight distances and/or for public parking), but <br /> <br />would include the following: <br /> <br />A. Small parcels which are undevelopable and have little or no <br />value except to adjacent property owners, with bids therefor <br />to be accepted only from such adjacent or abutting property <br />owners; and <br /> <br />B. Parcels or combinations of parcels of sufficient size to permit <br />development as units. <br /> <br />Present and making inquiries in this matter were two representatives of Broad <br /> <br />Street Christian Church and Mrs. Christine Bennett, Realtor. <br /> <br />Council designated Mayor Oakes as its voting delegate and Vice-Mayor Williams as <br /> <br />its alternate voting delegate to the business session of the 1987 Virginia <br /> <br />Municipal League Conference to be held in Alexandria, Virginia, September 27th-29th. <br /> <br />The vote on this matter was three in the affirmative and one abstention, the latter <br /> <br />by Mayor Oakes. <br /> <br />Council unanimously and enthusiastically endorsed and approved City Manager Brown's <br /> <br />proposal to inaugurate and operate (beginning as soon as practicable) an "Employee <br /> <br />Suggestion Program", the purpose of which City Manager Brown outlined as follows: <br />
