<br />TUESDAY, SEPTEMBER 8, 1987 <br /> <br />-- <br /> <br />a. to stimulate employees to examine the manner in which routine <br />operations are carried out and to offer suggestions for improving <br />the economy, efficiency, safety and quality of municipal work; <br /> <br />b. to provide employees with an opportunity to participate in the <br />management of the City's operations by providing a channel through <br />which employees can communicate ideas to management, allowing the <br />City to draw upon the knowledge and experience of its employees <br />for its benefit; <br /> <br />c. to recognize and provide a\vards for suggestions that directly <br />contribute to a reduction in cost and thereby produce tangible <br />cost savings to the City; <br /> <br />d. to recognize suggestions that directly result in improved working <br />conditions; improved efficiency of operations; and improved employee <br />morale and safety, and thereby produce intangible, non-quantifiable <br />benefits to the City; and <br /> <br />e. to reward those employees who achieve more than their jobs require <br />and who dedicate extra effort to making improvements, thus <br />demonstrating high commitment to City goals. <br /> <br />In accordance with the requirements of subsection (a)(6) of Section 2.1-344 of the <br /> <br />CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session <br /> <br />for the purpose of considering, with counsel, a legal matter. Upon reconvening <br /> <br />into regular session, Council took no action on this matter. <br /> <br />In response to a recent request by Council that the Planning Commission consider <br /> <br />proposed revisions and/or amendments to the City's "Sign Ordinance" separately <br /> <br />from the Commission's study and consideration of the City's entire Zoning Ordinance, <br /> <br />the Planning Commission informed Council that the Commission is complying with this <br /> <br />request and will continue to keep Council informed as to progress and developments. <br /> <br />In response to inquiries, City Manager Brown reported on the effects upon the City <br /> <br />of (1) a recent severe electrical storm, (2) unusually heavy rains during the <br /> <br />immediate past weekend, and (3) a recent failure at one of the City's electric <br /> <br />substations. <br />
