<br />TUESDAY, AUGUST 11, 1987 <br />. <br /> <br />-- <br /> <br />Council unanimously accepted from the Commonwealth of Virginia, by deed dated July <br /> <br />17, 1987, that certain property known as the "Berlin" property and situated on the <br /> <br />north side of Market Street, as acquired by the Commonwealth as right-of-way in con- <br /> <br />nection with the recently-completed construction of said Market Street. This <br /> <br />conveyance to the City, City Manager Brown reported, will enable the City to remove <br /> <br />the structure heretofore on the property as well as improve the sight distance at <br /> <br />the Market-Moss Streets intersection, along with the expansion of the City's <br /> <br />.~ <br /> <br />Municipal Building parking lot. <br /> <br />.l <br /> <br />.;- <br /> <br />Council acknowledged receipt of the following Staff Reports: <br /> <br />A. On the operations of the City's Personnel Office for the fiscal year <br />ended June 30, 1987, as prepared by J. Michael Grubbs, who resigned <br />recently from the City's employment as Assistant to the City Manager; <br /> <br />B. On the joint City-County Rental Assistance Program for the year ended <br />June 30, 1987, as prepared by Mrs. Rebecca C. Miller, Housing Services <br />Supervisor; <br /> <br />C. On the condition of fund balances, as of June 30, 1987, as prepared by <br />Mr. Richard D. Fitts, Director of Finance, with corrections of one or <br />more discrepancies to be reflected in a supplementary report to be <br />mailed to members of Council. <br /> <br />D. On the City's revenues and expenditures for the quarter and year ended <br />June 30, 1987; and <br /> <br />E. <br /> <br />On the status of the downtown "Hotel Project" proposed by Elledge & <br />Associates, partial funding of which (in the amount of $3,000,000) has <br />been applied for through an Urban Development Action Grant ("UDAG"), <br />with application therefor having been recently not approved. <br /> <br />/,- <br /> <br />Upon recommendation of Wiley & Wilson, Consulting Engineers, Council unanimously <br /> <br />accepted the recently-submitted bid by Prillaman & Pace, Inc., Martinsville, <br /> <br />Virginia, in the amount of $52,283.00 (being the lowest of three bids submitted), <br /> <br />for the construction and/or replacement of a failed draft tube at the City's <br /> <br />hydroelectric plant on Smith River. To finance the cost of this project, Council <br /> <br />unanimously appropriated the sum of $68,500.00 from Electric Fund surplus, with <br /> <br />$11,000.00 thereof being for engineering design and administrative costs, and with <br /> <br />$5,217.00 remaining being for contingency allowance. <br />
