Authorize the funding request for $22,999 of Community <br />Development Block Grant funds, which, if funded, will be matched <br />with $3,422 in local funds; and <br /> <br />4. Give its City Manager, George W. Brown, authority to complete and <br />sign said application and to act as the City's official <br />representative in connection therewith and to provide such <br />additional information thereon as may be required. <br /> <br />Upon motions, duly seconded and unanimously carried, Council authorized the Blue <br /> <br />Ridge Regional Library to expend in 1987-88 Federal aid in the amounts of $11,700.00 <br /> <br />and $20,000.00 for data base activities and for a literacy program, respectively. <br /> <br />City Manager Brown and Commonwealth's Attorney J. Randolph Smith, Jr., explained <br /> <br />various features of the State & Local Government Conflict of Interests Act, recently <br /> <br />enacted by the Virginia General Assembly (effective August 1, 1987) to replace the <br /> <br />repealed Comprehensive Conflict of Interests Act. Copies of the new legislation, <br /> <br />accompanied by samples of forms to be executed each year by certain local officials, <br /> <br />were presented to members of Council. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized City Manager <br /> <br />Brown to study the feasibility and cost of installing, operating and maintaining a <br /> <br />"911" emergency telephone system for the City of Martinsville or such a system <br /> <br />jointly for the City and the County of Henry, implementation of which throughout the <br /> <br />State of Virginia is urged by the 1987 Session of the Virginia General Assembly <br /> <br />through its House Joint Resolution No. 332. <br /> <br />Council unanimously approved of a "WELCOME" sign design proposed to be used both by <br /> <br />Henry County and the City of Martinsville at strategic locations, for which cost <br /> <br />estimates are yet to be presented to both governing bodies before the construction <br /> <br />and installation of such signs may be authorized. <br />
