TUESDAY, AUGUST 11, 1987 ---- BE IT FURTHER RESOLVED that the Council of the City of Martinsville requests the Virginia Department of Transportation to proceed expeditiously with the acquisition of the right of way needed for this project and that, upon completion of said right of way acquisition, the construction of the project to be scheduled for the Spring or Summer of 1988, or prior to that time if the acquisition of right of way has been completed. By memorandum report dated August 5, 1987, City Manager Brown recommended that Council authorize the preparation and filing of an application for a Planning Grant ---- for funds in the amount of $22,999.00 under the Virginia Community Development Block Grant Program (to be matched by local in-kind funds in the amount of $3,422.00) to finance the cost of conducting certain planning activities by which needs for housing as well as for commercial development and public improvements in the Fayette-West Church-Market Streets area can be ascertained. Appearing before Council in support of such an application and planning activity were Mrs. Rebecca C. Miller, the City's Housing Services Supervisor, and Mr. Dennis W. Carney, City Planner, who explained details of the proposed planning project and who will jointly coordinate the planning project if the grant application is approved. After some discussion by members of Council, in which inquiries were made as to whether the south side of West Church Street might be included in the project, as to what such a study will reveal in addition to factors already known, and as to the time the study ,-' is expected to require, Council unanimously adopted the following resolution autho- rizing the filing of said application for funding in the amount heretofore stated: WHEREAS, at its regular meeting held August 11, 1987, Martinsville City Council authorized the preparation of an application for Planning Grant funds under the Virginia Community Development Block Grant Program, for the purpose of performing preliminary surveys and studies to make residential improvements benefiting low-and-moderate income families, resulting in the later submission of a Community Improvement Grant; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this 11th day of August, 1987, that it does hereby: 1. Authorize the filing of said application with the Virginia Department of Housing and Community Development; 2. Agree to all understandings and assurances contained in said application;
