8 TUESDAY, AUGUST 11, 1987 BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled, August 11, 1987, in accordance with Title 58, Section 58.1-3378, of the Code of Virginia, as amended, that the Martins- ville City Code, Chapter 21, Taxation; Article I, In General; be amended so as to include Section 21-6, Deadlines for Assessment Relief, as follows: Sec. 21-6. Deadlines for assessment relief. All applications for relief from changes in assessed value resulting from property reassessment must be made by property owners or lessees to the Board of Equalization by April 1 each year following a general reassessment. All such applications for relief must be considered and final disposition determined by the Board of Equalization by May 15 each year following a general reassessment. Upon motion, duly seconded and unanimously carried, Council adopted the following resolution reflecting Council's approval of location and major design features for proposed improvements to the intersection at Fayette and West Church Streets, at Memorial Boulevard, as well as Council's request that the Virginia Department of Transportation proceed with the acquisition of all rights-of-way required for the project: WHEREAS, a Notice of Willingness to hold a Public Hearing was issued on March 23, 1987, in the City of Martinsville by the Commonwealth Transportation Board, after due and proper notice for the purpose of considering the proposed intersection improvement of Memorial Boulevard at Church Street and Fayette Street, Route 220 Project 7220-120-101, C501, in the City of Martinsville; and WHEREAS, there was no response from the general public to participate in said public hearing; and WHEREAS, the Council had previously requested the Virginia Department of Transportation to program this project; and WHEREAS, the Council considered all such matters; now, therefore, BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session assembled, August 11, 1987, that said Council hereby approves the location and major design features of the proposed project; and BE IT FURTHER RESOLVED that the Council of the City of Martinsville requests the Virginia Department of Transportation to acquire all rights of way necessary for this project, conveying this right of way to the City of Martinsville at the appropriate time.
