<br />TUESDAY, AUGUST 11, 1987 <br /> <br />r- <br /> <br />ELECTRIC FUND <br />14 950100 7001000 <br />14 950500 5420000 <br /> <br />P.O. 12455 <br />P.O. 13275 <br /> <br />350 <br />940 <br /> <br />In considering proposed Ordinance No. 87-6, as introduced and placed on first <br /> <br />reading at Council's July 28th meeting, which would establish "deadline" dates of <br /> <br />April 1st and May 1st (the latter being revised to May 15th) for the receiving of <br /> <br />real estate assessment adjustment requests and for the completion of work by future <br /> <br />~ <br /> <br />Boards of Equalization, respectively, Council received explanations from Commis- <br /> <br />sioner of the Revenue J. Ronnie Minter not only on his request that such dates be <br /> <br />established but also on the assistance his office and personnel render such boards, <br /> <br />citing that such dates as proposed (although, as to the second date, he would prefer <br /> <br />May 1st instead of May 15th) will allow his personnel, particularly his appraisors <br /> <br />and a secretary, to return to their regular duties and, too, will allow for greater <br /> <br />concentration in processing business-professional license applications due each year <br /> <br />during the month of May. On the motion to adopt said ordinance, as revised, which <br /> <br />was duly seconded, Vice-Mayor Williams indicated that he could not vote in favor of <br /> <br />the motion because of what he considered as being a threat made by Mr. Minter at <br /> <br />Council's July 14th meeting when Mr. Minter stated that, if such deadlines are not <br /> <br />established, he will consider absolving himself and his office (as permitted by law) <br /> <br />.'~ <br /> <br />of any responsibility relating to real estate assessments, real estate tax rolls, <br /> <br />and any other real estate functions now performed by his office, in which event (it <br /> <br />was reported) a separate office would have to be established by Council to perform <br /> <br />duties relating to real estate taxation, with the cost thereof being totally <br /> <br />underwritten by the City. In response, Mr. Minter assurred Council that his state- <br /> <br />ment was not intended as a threat but, rather, a reflection of his sense of <br /> <br />responsibility to serve the public as efficiently as possible within the options <br /> <br />available to him under the statutes. On the vote, the motion carried by <br /> <br />four-to-one, Vice-Mayor Williams voting against the motion; accordingly, said <br /> <br />Ordinance 87-6 was duly adopted as follows: <br />
