<br />TUESDAY, JULY 28, 1987 <br /> <br />,~.-.., <br /> <br />the project would exclude curb-and-gutter but would provide a twenty-foot surface- <br /> <br />treated roadway, with minimum shoulders, ditches and seeding, at an estimated cost <br /> <br />of $7,500.00, whereas the enlarged project (thirty-five feet baCk-to-back) was <br /> <br /> <br />estimated to cost $32,700.00. Additionally, contingent Upon development of abutting <br /> <br />properties, there might be need for installation of water and sewer lines, which <br /> <br />would become more of a problem (if not installed before construction), should the <br /> <br />larger project be authorized, than with the lesser phase if authorized. In the <br /> <br />ensuing discussion of this matter, references were made to the City-owned "Smith <br /> <br />Lake" property nearby, consisting of some fifty-four acres of land (most of which <br /> <br />lies in Henry County), with the result that City Manager Brown will explore--and <br /> <br />report back to Council--the potentials for development of properties in the area. <br /> <br />Meanwhile, Council unanimously authorized construction of the connector street in <br /> <br />accordance with the specifications proposed under the $7,500.00 cost estimate. <br /> <br />,,- <br /> <br />- <br /> <br />Responding to a recent request from Council, City Manager Brown presented a report <br /> <br />on--and review of--current practices and policies governing the construction of <br /> <br />streets, curb-and-gutter, and sidewalks within the City, as formally adopted by City <br /> <br />Council on February 22, 1983, as a "Seven-Year Street & Sidewalk Construction <br /> <br />Program" which City Manager Brown indicated has served the City well and the <br /> <br />remainder of which (i.e., proposed projects not constructed for one reason or <br /> <br />another) he recommended be incorporated in the City's regular Five-Year Capital <br /> <br />Improvement Program maintained and updated each year, following another study of <br /> <br />needs as may be found, at which time Council might wish to consider whether cost <br /> <br />participation by property owners, as heretofore required and no longer of <br /> <br />significant import, should be eliminated. <br /> <br />-- <br /> <br />City Manager Brown presented a report (prepared by Mr. Dennis W.
