<br />/ ') <br />, "-J <br /> <br />J~ESDAY, JULY 28, 1987 <br /> <br />City, applying for designation as an "Enterprise Zone" under the Commonwealth of <br /> <br />Virginia's Enterprise Zone Program established in 1982 to encourage industrial <br /> <br />development within the Commonwealth through the reducing of local property taxes <br /> <br />and/or the relaxation by local governments of regulations and restraints. Council <br /> <br />concurred in the report's finding and conclusion that the City not apply for such <br /> <br />designation. <br /> <br />Referring to the City's Street & Sidewalk Construction Program and City Manager <br /> <br />Brown's report thereon, as hereinbefore referred to, Councilman Cole inquired as to <br /> <br />plans, if any, for providing or constructing designated "bike-ways". <br /> <br />Council acknowledged receipt of communications from Mr. Donald J. Louque, Chairman <br /> <br />of the City's Commercial Development Commission, and Mr. Nick Prillaman, Jr., in <br /> <br />support of bringing professional baseball to Martinsville, (a possibility recently <br /> <br />broached), citing not only the entertainment aspect of such a venture, if it becomes <br /> <br />a reality, but also the favorable economic impact it could generate for the <br /> <br />communi ty. <br /> <br />In accordance with the provisions of sub-section (a)(I) of Section 2.1-344 of the <br /> <br />CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and <br /> <br />unanimously carried by a recorded vote, Council convened into an Executive Session <br /> <br />for the purpose of considering personnel matters, including the considering of <br /> <br />nominees for appointment to an Overall Economic Development Plan Committee for the <br /> <br />City of Martinsville. At the conclusion of this Executive Session, Council <br /> <br />reconvened into regular session and unanimously appointed the following eleven <br /> <br />citizens to--and as such--the committee, whose purpose is to develop an Overall <br /> <br />Economic Development Plan for the City which, if approved, will qualify the City for <br /> <br />certain types of funding for economic development or redevelopment: <br />
