<br />TUESDAY, JULY 28, 1987 <br /> <br />.- <br /> <br />CQuricil approved, too, for execution by City Manager Brown on behalf of the City, an <br /> <br />easement agreement with MULTITRADE OF MARTINSVILLE, INC., by which Multitrade will <br /> <br />be allowed to construct and maintain a piping system and/or pipe rack over <br /> <br />Commonwealth Boulevard for conveyance of steam (to be generated by Multitrade at its <br /> <br />plant site between Franklin and Lester Streets) from its plant site to Tu1tex <br /> <br />Corporation's Sale Knitting plant on Franklin Street, north of Commonwealth <br /> <br />~ <br /> <br />Boulevard. On the motion to approve this easement agreement, Councilman McClain <br /> <br />abstained from voting (to avoid any inference of conflict of interest), whereas <br /> <br />Mayor Oakes and Councilmen Cole and Groden voted in favor of the motion. <br /> <br />Upon City Manager Brown's recommendation, and upon motion, duly seconded and <br /> <br />unanimously carried, Council accepted for introduction and first reading a proposed <br /> <br />ordinance (No. 8i~6) which, generally in accordance with Commissioner of Revenue J. <br /> <br />Ronnie Minter's request and recommendations presented to Council at its July 14th <br /> <br />meeting, ~i1l establish "deadline" dates during general reassessments of taxable <br /> <br />real estate within the City by which requests for adjustments must be filed <br /> <br />(proposed to be April 1st) and by which Boards of Equalization must complete their <br /> <br />work (proposed to by May 1st but recommended by Mayor Oakes that it be May 15th). <br /> <br />.- <br /> <br />Final action on this matter was tentatively scheduled for Council's forthcoming <br /> <br />August 11th meeting, to which current members of the Board of Equalization were <br /> <br />invited by Council to attend. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution which directs and authorizes Mr. Frederick H.'Ritts, Attorney at Law (of <br /> <br />Ritts, Brickfield & Kaufman, Washington, D.C.) and legal counsel to the City, to <br /> <br />execute on behalf of the City a Settlement Agreement with Appalachian Power Company, <br /> <br />details of which agreement are set forth in said resolution: <br /> <br />WHEREAS, the City of Martinsville, Virginia, has been negotiating, through <br />its legal counsel, Frederick H.
