<br />['8 <br />r....." <br /><..1 ~ <br /> <br />TUESDAY, JULY 28, 1987 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor L. D. Oakes presiding, was held Tuesday, July 28, 1987, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M. With the exception of Vice-Mayor Clyde <br /> <br />L. Williams, who was away from the city, all members of the Council were present, <br /> <br />viz., L. D. Oakes, Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />Following the invocation and Mayor Oakes' cordial welcome to visitors present, <br /> <br />Council approved--as recorded--the minutes of its regular meeting held July 14, <br /> <br />1987. <br /> <br />Mr. Stuart Axelrod, co-owner of Sammy's At-The-Plaza Restaurant, appeared before <br /> <br />Council and registered his objections to the City's current sign ordinance and its <br /> <br />restrictions which will not allow Mr. Axelrod to show the name of his restaurant on <br /> <br />window ~wnings already installed, without being subject to substantial penalties for <br /> <br />each day's violation. Mr. Axelrod was also critical of what he considers an <br /> <br />inordinate period of time required by the Planning Commission in its studies and <br /> <br />formulation of recommended changes in, and/or updating of, the City's Zoning <br /> <br />Ordinance. <br /> <br />Upon motion, duly seconded and unanimously carried, Council accepted a deed from <br /> <br />Tultex Corporation and two deeds/easements from The Lester Group which provide <br /> <br />right-of-way needed for the proposed industrial access road between Liberty and <br /> <br />Franklin Streets. Council also unanimously approved a contract (for execution by <br /> <br />City Manager Brown on behalf of the City) between the City and the Commonwealth of <br /> <br />Virginia's Department of Transportation, which contract sets forth terms and <br /> <br />conditions by which the State will construct said industrial access road, cost of <br /> <br />which is estimated at $112,000.00, with the City to pay any costs in excess of this <br /> <br />estimate. <br />
