<br />TUESD~Y, JULY 14, 1987 <br />. <br /> <br />-, <br /> <br />In response to a recent inquiry from Councilman McClain, City Manager Brown reported <br /> <br />that a street (excluding curb-and-gutter and/or sidewalk) to connect the lower end <br /> <br />of Childress Drive with Smith Lake Road, being a distance of 325 feet and for which <br /> <br />it is believed sufficient right-of-way exists in the City's name, can pe constructed <br /> <br />for a cost estimated at $7,500.00 and would provide a.twenty-foot roadway at a point <br /> <br />which will provide better ingress and egress along Childress Drive, particularly <br /> <br />during snow and ice storms. Members of Council, expressing support of this project, <br /> <br />,~ <br /> <br />also expressed preferences that it include construction of curb-and-gutter, the <br /> <br />additional estimated cost of which--as well as its compliance with or departure from <br /> <br />the City's established curb-and-gutter policy--City Manager Brown was requested to <br /> <br />present to Council at its forthcoming July 28th meeting. <br /> <br />Council expressed concurrence with City Manager Brown's proposal (in response to a <br /> <br />recent request by Mayor Oakes), as did Mrs. Nancy N. Henderson, Chairman of the <br /> <br />Martinsvil1e~Henry County Clean Community Commission, by which the accumulation of <br /> <br />litter along the City's streets and highways and on private properties can be <br /> <br />reduced, with Mr. Brown suggesting promotional efforts by which public awareness can <br /> <br />be increased and greater cooperation by citizens developed as well as intensifying <br /> <br />and publicizing local law enforcement efforts. <br /> <br />.,"-- <br /> <br />Council acknowledged receipt of a report on the feasibility and design for a <br /> <br />"business incubator" for Martinsville-Henry County which City Manager Brown urged be <br /> <br />carefully studied and analyzed by the Council and its members, particularly as to <br /> <br />cost-effectiveness and its representation of a departure from past policies and <br /> <br />practices regarding business and industrial development. Mr. Brown also noted that <br /> <br />this report is currently being studied and evaluated by the Martinsville-Henry <br /> <br />County Economic Development Corporation. <br />
